Larry Walker Associates seeks candidates for a mid- to senior-level project manager/engineer who will support the growth of our wastewater services. In addition to leading projects, the applicant will support the development and maintenance of client relationships; pursue prospective projects; develop proposals, scopes, and budgets; train and mentor staff; and develop and maintain internal standards of practice. The qualified candidate will perform both traditional and specialized services characteristic of LWA. The successful candidate will lead professional staff on projects that may include:

  • Permit reissuance and compliance support for National Pollutant Discharge Elimination System (NPDES) permits, Waste Discharge Requirements (WDR), and Water Recycling Requirements (WRR);
  • Local, state, and federal regulatory and policy evaluation;
  • Communication and negotiations with regulatory agencies;
  • Long-range strategic planning for wastewater and recycled water agencies;
  • Reviewing and authoring technical reports, memoranda, and comment letters;
  • Preparing Title 22 Engineering Reports for recycled water projects (requires ability to read design documents/plans, knowledge of wastewater treatment processes);
  • Special studies such as antidegradation analyses, water quality impact evaluations, and dilution and mixing zone modeling;
  • Conducting regulatory and/or technical presentations for regulatory agencies, municipal governments and boards, and other stakeholders;
  • Supporting clients with enforcement proceedings;
  • Related civil/environmental engineering and environmental science projects.

Highly Desirable Skills

  • Possess a valid license as a Professional Engineer in the State of California (or able to obtain a reciprocal California P.E. license immediately);
  • Knowledge of water quality control principles and physical, biological, and chemical factors relating to control of water pollution and management of surface water and groundwater resources;
  • Understanding of wastewater master planning;
  • Knowledge of wastewater rate studies;
  • Experience with wastewater treatment systems and design;
  • Experience negotiating wastewater discharge and recycle water permits;
  • Understanding of and experience with water quality regulations, policy analysis, and compliance including familiarity with the Clean Water Act, the Porter Cologne Act, regional basin plans, and Uniform Water Recycling Criteria (Title 22, Chapter 3);
  • Familiarity and experience working with the California State Water Resources Control Board and Regional Water Quality Control Boards.

Minimum Qualifications

  • A bachelor’s degree in engineering, environmental science, or related field; a master's degree is preferred but not required.
  • At least five (5) years of increasingly responsible work experience in the wastewater field, including at least two (2) years of project management experience.
