Job Objective:

Responsible for the leadership and daily operations of Facilities departments and its staff. The department includes hospital and clinic facilities operations. Responsible for Health System Energy Management and Biomed Engineering. Maintains survey readiness for The Joint Commission and California Department of Public Health surveys. Assigns work orders and follows-up on completion by staff. Reviews engineering proposals presented by vendors for air handlers, pumps and other mechanical equipment. Identifies vendors to provide competitive bids for projects and follow these projects to completion.

Education:

Required: Bachelor's degree in Electrical Engineering, Mechanical Engineering or Engineering Technology

Preferred: Master's degree in Electrical Engineering, Mechanical Engineering or Engineering Technology

Licensure/Certification:
N/A

Experience:

Required: Three (3) years of Engineering, Facilities, or Construction Management leadership experience

Preferred: Hospital experience

Reports To: Administrative Director-Facilities Management
Supervises: Plant Operations and Plant Maintenance staff including, but not limited to Maintenance Mechanics, HVAC staff, Locksmiths, Fire Control Technicians, Electricians, Painters and Plumbers; Biomed Engineering staff

Skills, Knowledge, Abilities:

Ability to communicate both verbally and written Must be capable of dealing with physicians, patients, visitors, and outside vendors in a professionally positive manner, Ability to consistently work and communicate effectively with the Plant Maintenance team, Ability to demonstrate proper leadership skills, Ability to operate effectively under stressful conditions, Ability to read schematics and specifications, Ability to repair, document, and communicate with promptness, precision, and integrity, Knowledge of and ability to operate, maintain and troubleshoot facility associated equipment

Essential Responsibilities

1. Demonstrates compliance with Code of Conduct and compliance policies, and takes action to resolve compliance questions or concerns and report suspected violations.

2. Manages work order system for repairs, planned maintenance and productivity; assigns and coordinates completion of work orders to front-line staff.

3. Works with a variety of 3rd party vendors to complete glass repairs, plumbing repairs, and other required maintenance and repairs.

4. Reviews engineering proposals presented by vendors for air handlers, pumps and other mechanical and electrical equipment.  

5. Works with clinical department leaders to schedule the installation and maintenance of equipment.

6. Works with electrical contractors to maintain backup generators and schedule annual PMs and testing.

7. Reviews biomedical service contracts and negotiates for favorable terms from vendors.

8. Manages electricity, water, and natural gas use. Implements programs for most efficient use of various utilities. 

9. Monitors natural gas pricing to effectively purchase gas at an advantageous price.

10. Develops and implements an efficient energy management program for the Health System.

11. Creates staff schedules and schedules. 

12. Prepares and coordinates reports for TJC surveys including Environment of Care and Life Safety chapters.

13. Prepares and coordinates reports for CDPH GACHRLS survey.

14. Performs bi-weekly Safety Rounds in hospital departments with other department leaders to ensure survey readiness.

15. Attends monthly Safety Committee meetings and provides reports for Utilities and Fire Safety.

16. Conducts evaluations of staff performance.

17. Provides leadership to staff. Maintains a high degree of interpersonal skills to train, coach and counsel as appropriate, a diverse staff.

18. Ensures appropriate, fair and uniform administration of EMC Policy and Procedures.

19. Manages the procurement of all supplies, service and equipment through a centralized purchasing process.

20. Reviews requests for new biomedical equipment by meeting with department leaders and equipment vendors.

21. Oversees the operation of the telemetry and nurse call system.

22. Assists in the development of department policies and procedures.

23. Works with other managers in all departments collaboratively.

24. Performs other duties as assigned.
