Performs highly advanced (senior-level) planning and research work. Oversee the development of transportation planning functions of the metropolitan planning organization (MPO). Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement. Manages a group of professional and technical employees engaged in transportation planning activities.  They may often provide strategic direction and oversight on highly complex planning projects and supervise the work of others. 

Collects, organizes, and analyzes data required in the development of plans or programs. Oversees data collection, analyses, forecasts and plan development. Prepares reports and assists in making presentations. Coordinates with staff regarding planning operations and reporting as they relate to administration, programming, design, construction, right of way and maintenance. Researches federal and state regulations. Coordinates development of the Metropolitan Transportation Plan, Transportation Improvement Program and monitors expenditures of respective federal planning funds. Oversees the monitoring of the transportation planning projects. Researches and analyzes local, state, and national trends; policy issues; and proposed legislation, regulations, or rules to determine impact; and makes recommendations. Provide technical planning assistance to the public, developers, and contractors; and to local, regional, or state entities. Oversees MPO’s participation in coordination and implementation of the Unified Transportation Program, the State Transportation Plan and action plans. Develop short-range and long-range local and statewide plans, projects, or programs. Consults and communicates with other departments, agencies, and civic groups. Conducts planning and research projects. Develop policies and procedures for the implementation, administration, and evaluation of plans or programs; and measures progress. Represents the MPO at various meetings and public hearings. Develop methodologies and specifications for planning and research projects. Provide technical assistance for planning contracts and reports on planning projects. Prepare and monitors performance measures. Responsible for accurate reporting of the transportation planning program. Analyze needs to construct and implement decision support-based applications. Identify, define, and research issues of strategic importance. Forecast and monitor program performance objectives. Prepare reports and present findings to stakeholders. Review and evaluate planning material for contractual compliance. Reviews plans, proposals and studies. May serve as liaison between the Federal Highway Administration, Federal Transit Administration, Texas Department of Transportation, and other planning partners on matters impacting MPO planning programs. Consult on the planning, design, and implementation phases of planning projects. Serve as a liaison among federal, state, and local agencies and regional groups in matters concerning the coordination of plans and services. Conducts planning studies such as feasibility studies or master plans. Participates in technical, policy, and interagency planning meetings. Oversee and/or prepare complex reports, presentations, and technical documents. Administer the development of complex plans or programs, assesses the feasibility of planning proposals, and initiates program strategy development. Lead and participate in technical, policy, and interagency planning meetings. Prepare materials in response to requests for information and reports. Performs related job responsibilities as assigned. 

Delegates both routine and important tasks and decisions; shares authority but has ultimate accountability. Performs such other related duties as may be assigned by the RGVMPO Policy Committee. Works in well-lighted, air-conditioned office. Requires attendance at periodic night meetings. Some overnight travel is required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: State, county and local government operations and metropolitan planning organizations or regional mobility authorities affecting highway, transit, and transportation development and operations; and principles, objectives, and procedures of governmental planning, programming, and research. Project management (grant application preparation); demonstration of knowledge of FHWA and FTA rules and regulations; Extensive knowledge of applicable analysis methodologies; forecasting methodologies; applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems; applicable workstations and applications to support efficient planning activities; Laws, regulations and guidance requirements pertaining to federal/state funding resources; budgeting methods and procedures; applicable contract/grant/funding/project/program processes, policies and procedures; applicable laws, rules, and regulations; knowledge of Federal Circulars and Office of Management and Budget compliance reporting policies. 

Skill in: the use of a computer and applicable software, in applying statistical tools to data, in preparing reports, and in delivering presentations, in overseeing and coordinating collecting and analyzing demographics and statistics in project management, budget management, and grant management; public relations for maintaining effective working relationships with individuals and groups, both internal and external; overseeing and coordinating projects and program activities.

 Ability to: evaluate planning material, to conduct research, and to communicate effectively; to oversee and/or supervise the work of others.

 ACCEPTABLE EXPERIENCE AND EDUCATION

Bachelor's Degree in transportation planning, public transportation, engineering or related degree. Seven (7) years of direct transportation planning. (Experience can be satisfied by full time or prorated part time equivalent). Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications only. Two (2) years of supervisory/managerial experience preferred. Project leader or lead worker experience may substitute for supervisory/managerial experience.

  CERTIFICATES AND LICENSES REQUIRED

 Valid/Current Texas Driver’s License. May be required to be registered, certified, or licensed in a specialty area.
