About the Department

The City of Aiken is seeking a Utilities Supervisor to join our Engineering and Utilities Department in the Water and Sewer Division.

Position Duties

  • Supervises utility crews completing repairs to high pressure water lines, which are within road right of ways. Lines are buried from 3 to 12 feet deep and are usually in the same right of way as other utility lines such as gas, electric, or cable, so extreme care must be taken to ensure employees are trained and follow safe trenching and shoring techniques, traffic control procedures, as well as utility 811 locate procedures to maintain an accident-free workplace
  • Troubleshoots citizens' problems to direct utility crews to take corrective action to maintain or restore water or sewer service to utility customers
  • Conducts interviews and makes hiring recommendations; plans, schedules, and assigns work; instructs workers in correct method and procedures; trains workers in safe operation of personal and department equipment; monitors and inspects work in progress to ensure continuity and timely completion of work; sets goals for employees; reviews and evaluates employee performance; provides feedback to employees and completes disciplinary action when required
  • Prepares and submits annual operating and capital budget recommendations and administers funds for the division; monitors expenditures to ensure compliance with budget
  • Prepares bid specifications for equipment and supplies; maintains inventory of utilities equipment to ensure that equipment is in adequate supply and well maintained; coordinates orders of equipment and supplies
  • Meets with utilities manager and staff to review and evaluate department performance, plan and make recommendations regarding improvements. Implements new programs as developed or directed by management
  • Develops and maintains cooperative relationships with other divisions, outside agencies and groups, and the general public contacted in the course of work; provides assistance when requested
  • Instructs employees in the proper installation of water taps, water valves, fire hydrants, water mains, bedding and compaction of soils and materials around utilities, road subbase, cement, asphalt, and grass and soil replacement
  • Able to operate and train employees in the proper operation and maintenance of crew and department equipment including: tapping machine, boring machine, air compressor, tube cutter, jack hammers, chop and chain saw, water pump, plate tamper, jumping jack, jack hammer, fork truck, back hoe, front end loader, bobcat/skid steer, excavator, jet truck and vacuum truck

Minimum Qualifications

  • Associate degree in a technical field from an accredited college or university, or five (5) years of field related experience
  • Two (2) years of supervisory experience with appropriate work responsibilities
  • Must obtain DDC-8 certification within six (6) months of employment. 
  • Valid state-issued driver's license in good standing. CDL class B driver's license preferred.
  • Analytical skills necessary to evaluate delivery of public services critically, respond to deficiencies by identifying and implementing appropriate corrective actions, and oversee the work of others
