WHO WE ARE LOOKING FOR 

Our ideal candidate will enjoy working with the public in an open-minded environment. They must be able to work independently and toggle between tasks quickly and efficiently. The work involves basic mathematical skills (addition, subtraction, multiplication, and division) to determine permit fees and calculate square footage. Data entry is detailed and demands a high level of accuracy. Customer service skills are critical, and a high level of service is expected with our external and internal customers. Employees often work under strict deadlines. This position includes standing, sitting, and walking during the course of daily tasks.

 


WHAT IS IT LIKE TO WORK IN OUR DEPARTMENT

Community Development is a dynamic department composed of the Permitting, Planning, Building, and Administrative divisions that are collectively responsible for administering the land use and building code regulations for the City and Borough of Juneau. Daily activities include working with the public as well as other CBJ staff.

 

 

WORKING HOURS AND LOCATION

This position works (Monday through Friday) 8:00am – 4:30pm. Your office would be located in the Marine View Building at 230 S. Franklin St. in downtown Juneau.

Position Duties

This position requires excellent customer service skills and a high level of attention to detail. It involves regular interaction with the public through assisting customers with the preparation and processing of building, land use, and general engineering permits, and requires precision and accuracy in database entries. The Permit Technician conducts the permit application intake process by conducting a preliminary review of submission materials which may include site plans, grading plans, foundation plans, floor plans, parking and landscaping plans, and other such documents.


Specific duties include, but are not limited to:

  • Receives permit applications, performs preliminary review for completeness of submittal materials, and advises applicants on necessary documents to complete submittals; suggests resources that could help them.
  • Performs data entry and data retrieval associated with permit applications.
  • Calculates, collects, and processes permit fees and performs related data entry.
  • Answers Permit Center Hub phone calls and provides answers to basic questions or routes calls to appropriate personnel.
  • Interprets basic information on maps and as-built drawings and researches historical information.
  • Prepares Certificates of Occupancy and Sales Tax Exemption Cards.

The Permit Technician I is the entry level/trainee step of the Permit Technician I-III series. This position is supervised directly by the Permit Center Manager position, with training, work assignment and scheduling conducted in coordination with the Permit Center staff. Training is geared to learning the technical aspects of permit processing and prepares the Permit Technician I for progression to the level II series. 

Minimum Qualifications

Permit Technician I - Range 10; $22.74 per hour (DOQ)

 

Education: 

Graduation from high school or the equivalent.

 

Experience: 

One (1) year of clerical and/or customer service experience.

 

Substitution: 

Post-secondary education may be substituted for the required clerical experience on the basis of 2.67 semester hours (4quarter hours) for one month of experience.

 

 

Permit Technician II - Range 12 $25.90 per hour (DOQ)

Education: 

Graduation from high school or the equivalent.

 

Experience: 

One (1) year of clerical and/or customer service experience.

 

OR 

One (1) year of experience in the construction field performing semi-skilled work in plumping, electrical, or carpentry AND a minimum of six (6) months experience processing building, engineering, or other property/development permits. With the City and Borough of Juneau, this work is equivalent to a Permit Technician I.

 

Substitutions: 

Post-secondary education may be substituted for the required clerical experience on the basis of 2.67 semester hours (4quarter hours) for one month of experience up to a maximum of one year.

There is no substitution for the permit processing experience.

 

 

Permit Technician III – Range 13; $ 27.68 per hour (DOQ)

 

Education: 

Graduation from high school or the equivalent.

 

Experience: 

One (1) year of experience processing building, fire, engineering, or other development permits. This experience must have been at the technical level equivalent to a Permit Technician II with the City and Borough of Juneau.

 

Other:

Certification as a Permit Technician by the International Conference of Building Officials or the equivalent through another agency.

This position is flexibly staffed. The level of the job offer will be based on the selected candidate’s qualifications. If hired at the lower level, the successful applicant will be promoted to the higher level upon meeting the minimum qualifications for the higher level, completing the training plan and demonstrating competency in the work as determined by the supervisor.
