We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.
Role Overview:
The position listed exists within the Southwest Regional Office, Office of Program Support of the Indiana Department of Environmental Management. The position works with the Office of Air Quality (OAQ) and is responsible for effectively using a variety of compliance and enforcement tools and resources to improve air quality in Indiana.
The incumbent will work independently as an environmental compliance and enforcement staff member to ensure that regulated sources maintain compliance with state and federal laws, regulations, and standards. The incumbent conducts permitted facility compliance inspections, conducts complaint investigations, determines sources of air pollution, analyzes problems, and recommends a course of action to bring a source into compliance, including gathering of evidence and serving as an expert witness at adjudicatory proceedings.
The incumbent will use the appropriate enforcement response to return noncompliant sources to compliance in a timely manner. The incumbent will utilize broad and extensive knowledge of federal, state, and local laws and regulations relating to air pollution to manage compliance of sources and individuals. The incumbent will use a thorough knowledge of environmental health sciences, public and environmental health, and utilize a thorough knowledge of environmental protection principles and practices to conduct inspections, determine the validity of complaints and/or violations, review various source reports including annual compliance certifications, review proposed permits, and take appropriate enforcement action based on branch and agency policies, guidance, and SOPs. In the case of a violation, the incumbent gathers necessary evidence and recommends an appropriate course of action. The incumbent will also serve as a subject expert for an assigned inspection sector.
The incumbent will maintain a working knowledge of agency organization, function, policies, and procedures as they relate to pertinent air compliance and enforcement program areas. The incumbent will have the ability to communicate both orally and in writing. The incumbent must attend an initial health and safety training course, attend annual refresher training, annual medical monitoring, and complete bi-annual opacity reading certification.
This position requires a valid IN driver's license.
Salary Statement:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.
Essential Duties/Responsibilities:
- Inspect and investigate sources of air pollution sources including:
- conducting an assessment of air polluton control device and process operating condtions;
- conducting visible emissions observations;
- reviewing records and operating logs;
- conducting an assessment of process parameters such as feed rates, raw material composition, and process rates;
- conducting an assessment of control equipment performance parameters (e.g. water flow rates, pressure drop, temperature, and electrostatic precipitator power levels).
- Review all required reports including monitored data (e.g. continuous emissions monitoring and continous parameter monitorng reports, malfunction and emergnecy reports, excess emission reports, monthly, quarterly, and semi annual reports, and annual complaince certifications and notifications).
- Gather necessary evidence and recommend an appropriate enforcement action to address any noncompliance consistent with branch and office policies, guidance, and SOPs.
- Issue Inspection Summaries, Violation Letters, Enforcement Action Letter and assist in the settlement negotiation of enforcement cases to resolve noncompliance by regulated entities.
- Investigate air pollution complaints and air pollution emergencies.
- Prepare technical reports of inspections and investigations, documenting findings and making recommendations for action.
- Communicate and consult with regulated entities, consultants, attorneys, associations, individuals, and community organizations to assist and resolve compliance and enforcement issues.
- Coordinate with U.S. EPA and other groups including other federal and state agencies, local health and fire departments, and other local governmental agencies to address compliance and enforcement issues.
- Enter and maintain data in appropriate compliance and enforcement databases
- Interpret state and federal laws and regulations governing air pollution and air pollution control.
- Collect air samples for laboratory analysis including asbestos, particulate, VOC, and hazardous air pollutants.
- Provide pollution prevention and technical assistance to regulated entities
- Maintain broad and extensive knowledge of assigned areas of expertise including NSPS, MACTs, NESHAPs, and the enforcement process.
- Serve as a resource person for the branch in the assigned areas of expertise. Provide mentoring and training in the assigned areas of expertise to other branch and regional office staff members.
- Conduct special projects and other duties as assigned

- Use a thorough knowledge of environmental health sciences, public and environmental health, environmental protection principles and practices to conduct inspections, determine the validity of complaints, review various reports, review proposed permits, identify noncompliance or violations, and takes appropriate enforcement action based on branch and agency policies, guidance, and SOPs.
- Gather necessary evidence and recommend an appropriate course of action to address noncompliance, violations, or other compliance issues.
- Maintain thorough knowledge of inspection and investigation procedures and ability to communicate the findings, verbally and in writing to others, and prepare technical reports on the findings.
- Maintain a working knoweldge of IDEM orginizations, function, policies, and proceedures as they relate to pertinent air compliance and enforcement program areas.
- Maintain and use negotiation skills to engage regulated entities, consultants, attorneys, associations, individuals, and community organizations to resolve noncompliance by regulated entities and address complaints.
- Ability to use computer including word processing, spreadsheet, and process data in a database.
- Attend initial visible emission evaluation certification and maintain certification.
- Attend an initial health and safety training course and medical monitoring. Attend annual refresher training and annual medical monitoring.
- Maintain a valid Indiana Operator Driver License.
