About the Department

Are you passionate about making a lasting impact in your community? Cumberland County is seeking a dynamic Continuum of Care (CoC) Program Manager to lead innovative efforts in preventing and ending homelessness. This key leadership role within the Community Development Department provides strategic direction for the County’s federally funded homelessness initiatives. As the CoC lead agency, the Program Manager ensures compliance with HUD regulations, guides CoC governance, supports annual funding applications, and builds strong partnerships across sectors. With oversight of internal staff and collaboration with service providers, this position is ideal for a mission-driven professional with expertise in homelessness systems, program development, and federal grants.

Position Duties

  • Lead governance coordination, including CoC Board support and community engagement
  • Oversee CoC Consolidated Application development and HUD reporting requirements
  • Ensure compliance with HUD grant regulations and manage subrecipient performance
  • Supervise HMIS operations and lead coordinated entry strategies
  • Serve as the County’s primary liaison with housing agencies, nonprofits, and service providers
  • Identify grant opportunities and assist with fundraising to support CoC initiatives
  • Manage staff hiring, training, and professional development for CoC functions
  • Coordinate the annual Point-in-Time count and related data collection efforts

Minimum Qualifications

Graduation from a four-year accredited college or university with a degree in planning, business, construction management, or finance with three (3) years of program experience in community development programs to include fair housing and housing rehabilitation and some experience leading/supervising others: or an equivalent combination of education and experience.  

Other Qualifications

  • Knowledge of the methods, procedures, and policies of Cumberland County as they pertain to the essential duties of the Community Services Manager
  • Knowledge of principles and practices of program monitoring and evaluation for Community Development programs, including analyzing and preparing reports on program activities and effectiveness, collaborating with staff to develop and prepare program plans, and providing guidance to sub-grantee organizations
  • Knowledge of laws, ordinances, standards, and regulations relevant to the duties and responsibilities of the position
  • Knowledge of the organizational structure of the department and related departments and agencies
  • Knowledge of occupational hazards and applicable safety precautions necessary to perform essential job functions
  • Knowledge of terminology and professional language commonly used in the department and relevant to assigned responsibilities
  • Ability to maintain cooperative and effective working relationships with internal staff, other departments, and external partner organizations

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.
