About the Department

Responsible for performing multiple functions in support of department operations. Work involves significant data entry, reading documents, and providing assistance to the public while maintaining accurate data to assist in the determination of fair value on all real estate and personal property and motor vehicles. Work is performed in accordance with accepted assessing practices and laws and ordinances with review by the Chairman through periodic reports.  No direct supervision is exercised over other staff.
 

Position Duties

  • Analyzes deeds and updates property record cards to reflect new ownership and mailing addresses to ensure accuracy for tax billing
  • Determines and enters property sales validation codes on real estate software
  • Enters data on real estate valuation software related to ratings, physical characteristics, and other descriptive features of land and buildings.
  • Assists with several annual large mailings involving real estate and personal property
  • Enters and maintains data pertaining to items of personal property on software.
  • Maintains data related to entrances of field staff, building permits, and certificates
  • Assists with preparation of real estate, personal property, and motor vehicle excise bill files as assigned. Prepares warrants for issuance of excise bills.
  • Assists with applications for abatement and personal and organizational exemption in real estate, personal property and motor vehicle excise. Entails contact with applicants, other city personnel, state agency staff, and outside businesses.
  • Records board decisions and sends notices of decision to applicants.
  • Prepares tax appeal files with required materials.
  • Loads photographs of land and buildings captured in the field. Assists with auditing property records for accuracy of photographs.
  • Develops weekly or monthly reports when necessary.
  • Provides service to customers referred through the call center by the online system and phone calls.
  • Attends the public counter for all matters and inquiries involving real estate, personal property, and motor vehicle excise.
  • Performs accounts payable and accounts receivable duties such as creating requisitions and purchase orders, paying invoices, and establishing contracts. These duties involve working with Procurement and Comptrollers personnel.
  • Maintains department calendar.
  • Responsible for ordering office supplies.
  • Answers correspondence and fills out basic inquiry forms about property ownership for attorneys, retirement board and public, etc.
  • Performs related work as required.

Minimum Qualifications

  • General knowledge of the concepts, principles, and various aspects of real estate transactions and valuation.
  • Familiarity with business personal property i.e. inventory, machinery, equipment, etc.
  • General knowledge of laws, rules and regulations governing real and personal property assessments and the levying of auto excise taxes.
  • Knowledge of local real estate values and trends.
  • Working knowledge of modern office management principles and methods with particular reference to the maintenance of detailed permanent records.
  • Ability to establish and maintain effective working relationships with officials and the general public.
  • Ability to express oneself clearly and concisely, both orally and in writing.

Other Qualifications

  • Minimum of an Associate's degree, course work in public or business administration or equivalent experience.
  • Two years of experience in an office environment whether involving law, real estate, lending institutions, insurance or other relevant employment.
