About the Department
Under general supervision, is responsible for supervising the activities of Pretrial Bond Officers in the release and supervision of defendants eligible to apply for release on Personal Recognizance (PR) Bond; submits bond applications and substantiating information to County and District Courts for approval/denial; coordinates the release of inmates approved for PR Bond; monitors the compliance of conditions ordered by the court; conducts training; and performs related duties as required.
Position Duties
- Supervises, trains and evaluates Pretrial Bond Officer's
- Prepares, submits and maintains daily time and attendance records
- Assists Pretrial Bond Officer's in resolving difficult or complex cases
- Interviews inmates and defendants to obtain personal information
- Conducts investigations on PR Bond applicants and defendants utilizing computer to access Federal, State and local criminal information sources
- Reviews and coordinates submission of bond applications and supporting information to appropriate Magistrates, County or District Courts for review and approval/denial
- Provides court with additional information or clarification as necessary
- Reviews and approves Violation Reports to the courts
- On call for directly contacting judges to communicate defendant violations on a 24/7 basis
- Coordinate the process of arresting defendants with active warrants
- Coordinates and processes affidavits regarding defendant eligibility for court appointed legal representation
- Coordinates and conducts field/residence investigations with Pretrial Bond Officers
- Compiles statistics and prepares periodic reports
- Performs related duties as required
Minimum Qualifications
- Graduation from an accredited college or university with a Bachelor's Degree in Criminal Justice, Law Enforcement or closely related field, and three (3) years criminal justice system experience in case management, (mental health or substance abuse programs), plus experience in the preparation of reports to the courts for personal bond or the direct supervision of offenders or defendants in pretrial, probation or parole; or the equivalent combination of education and experience
- Good knowledge of eligibility requirements of bond release program; knowledge of criminal justice system; knowledge of and skill in the use of the Criminal Justice Information System, National Criminal Information Center and Texas Criminal Information Center databases
- Skill in interpreting regulatory legislation regarding detention and release guidelines
- Ability to supervise administrative and clerical employees; ability to communicate effectively with hostile, abusive or irrational individuals; ability to operate personal computer and basic office equipment; ability to establish and maintain effective working relationships with subordinates, co-workers, County employees, outside organizations, attorneys, court officials, law enforcement agencies and the general public
- Must secure and maintain a favorable background investigation with no criminal convictions by the Bexar County Sheriff's Office
- Must be able to obtain valid National Criminal Information Center and Texas Criminal Information Center certification
- Must have a valid driver's license, motor vehicle liability, personal injury insurance and a personal vehicle
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- Required to be on-call 24-hours a day
- Required to work irregular hours including scheduled evenings and weekends
- Required to perform shift work.
- May be required to work more than 40 hours during the workweek
- Working conditions are in a jail environment or supervision office; exposure to blood, body fluids or other potentially infectious material, cramped work area and high noise levels
- Occasionally moves items weighing up to 25 pounds
- Occasionally move about the office
- Frequently communicates with others; must be able to exchange accurate information
- Constantly operates a computer and other office productivity machinery
- Positions self to perform essential functions
- Must be able to remain in a stationary position
