Position Title: Public Works Manager
Department: Public Works
Reports To: Public Works Director
FLSA Status: Non-exempt


Position Overview


The Public Works Manager supports the Public Works Director in overseeing the day-to-day operations of the department. This role ensures that city infrastructure and services are maintained to meet community needs, while providing supervision, planning, and coordination of staff and resources.


Essential Duties and Responsibilities

  • Supervise daily operations within assigned divisions, including streets, water, sewer, fleet, and facilities maintenance.
  • Assign, review, and monitor work performed by crews to ensure safety, quality, and timely completion.
  • Assist in preparing and monitoring budgets, work schedules, and performance goals.
  • Oversee inspections, maintenance, and repair of city streets, sidewalks, right-of-ways, drainage systems, and public facilities.
  • Manage responses to citizen service requests and complaints, ensuring professional communication and timely resolution.
  • Ensure compliance with all applicable federal, state, and local regulations.
  • Recommend equipment purchases, monitor inventory, and oversee fleet maintenance.
  • Support the development and enforcement of department policies, procedures, and safety programs.
  • Provide input for capital improvement projects and long-term infrastructure planning.
  • Act as the Public Works Director in their absence, as assigned.
  • Perform other related duties as required.
Minimum Qualifications
  • Bachelor’s degree in Public Administration, Civil Engineering, Construction Management, or related field preferred.
  • Five (5) years of progressively responsible experience in public works, utilities, or related field, including at least two (2) years in a supervisory role.
  • Equivalent combination of education, training, and experience may be considered.
Knowledge, Skills, and Abilities
  • Knowledge of public works operations, construction practices, and maintenance methods.
  • Strong leadership and team management skills.
  • Ability to read and interpret technical documents, plans, and specifications.
  • Proficient in budgeting, scheduling, and resource management.
  • Excellent communication and interpersonal skills for working with employees, city officials, contractors, and the public.
  • Ability to respond effectively to emergency situations, weather events, and urgent infrastructure issues.
  • Working knowledge of safety practices and compliance requirements (OSHA, DOT, EPA).

Working Conditions
  • Work is performed both in office and field environments.
  • May be exposed to loud noise, heavy equipment, hazardous materials, inclement weather, and uneven terrain.
  • Must be able to work evenings, weekends, and on-call as needed during emergencies.

Licenses and Certifications
  • Valid Georgia driver’s license required.
  • CDL
  • Relevant certifications in public works management or utility operations preferred.
