Position Description:
The Records Management Specialist will be part of the team supporting a United States Government (USG) department/agency requiring USG Records Management and Controlled Unclassified Information (CUI) expertise. The ideal candidate is someone who can quickly draft quality deliverables containing complex technical record, information, data management, and governance policy documents; standard operating procedures (SOPs); meeting minutes; USG agency record schedules and old to new record schedule crosswalk documents; USG record inventories; USG file plans; USG record archiving, retention, and destruction instructions; and provide backup response in support of the agency’s records management helpdesk.
Must have a deep understanding and past knowledge in the following:
- USG authorities (laws, regulations, and government-wide policies) related to records management and CUI, including 44 U.S.C. Chapter 31, 36 CFR Chapter 12, 32 CFR 2002, and M-23-07.
- National Archives and Records Administration (NARA) and Federal Records Center transfer/archiving procedures
- NIST system security standards (800-53, 800-60, and Special Publications 800-171, -199, and -200)
- CUI management and marking requirements
- Electronic records management lifecycle; management and governance requirements
- General Record Schedule, NARA policies and guidance, disposition instructions, record retention holds, records scheduling
- United State Codes (USC) related to records management
- USG record digitization process requirements (36 CFR 1236).
- Must be able to quickly adapt to changing priorities and thrive in a fast- paced environment.
- Development and delivery of training USG staff for records management policies and processes
- Must know how to request information from NARA, Federal Record Centers, and 3rd party record storage facilities
- Must know how to enter and submit draft record schedules and transfer requests in NARA’s Electronic Records Archives (ERA) information system
- Must know how to catalog records for transfers
- Must know how to request records from federal records centers for reference requests
- Must have deployed hybrid Microsoft 365 and its core Office Products, Exchange, SharePoint & Teams as well implemented data loss prevention policy, data lifecycle, and data classification using Purview in Office 365.
Minimum Qualifications:
- Eight (8) years of relevant experience in performing project management and federal records management support services
- Bachelor’s Degree in Librarian Science, Information Technology, or related field, or 12 years of direct RM experience
- Must have a Federal IT background with or minimum of eight (8) years of relevant work experience.
- US Citizen - A Public Trust 6c level clearance is required.
