Summary:
The Program Analyst (Master Resilience Training) to support National Guard Bureau (NG), J1 Warrior Resiliency & Fitness (WRF) Substance Abuse Program (SAP), Suicide Prevention Program (SPP) in Arlington, Virginia.
Responsibilities:Essential Job Functions:
- Shall receive resource data and monitor resources, training allocation and execution of the State of State cards (SOS) to provide back to the States.
- Quarterly, the contractor shall monitor shall receive resource data and monitor resource and training allocation and execution.
- Quarterly and ad hoc the contractor shall monitor the distribution and execution of approximately 800 to 1100 MRT training seats. The contractor shall provide a roll-up and trend analysis on resilience funding and seat costs and provide three COAs regarding program implementation and capabilities to the resilience program manager.
- Shall maintain the-trained Master Resilience Trainers roster.
- Monthly, the contractor shall provide a State level Unit Vacancy Report to measure the performance of the States, Territories, and the District of Columbia resilience programs.
- Shall analyze all training material, reports and feedback from states and territories to determine alignment to CSF training standards and provide COAs to leadership regarding efficiencies.
- Analyze all applicable DoD, Army, Air Force, and NG policies and guidance to determine their impact on branch programs at national and state level and three COAs to the resilience program manager regarding efficiencies. The Government anticipates approximately 26 reports annually.
- Shall analyze all training material, reports, and course critiques from states and territories, and provide recommended changes to course curriculum.
- Develop metrics regarding the ready and resilient campaign, and portfolio capabilities assessment to determine program efficacy.
- Provide COAs for seat distribution and allocation using the Army Training Requirements and Resources System (ATRRS). The Government anticipates
- approximately 4 reports annually.
- The contractor shall input into the Army Training Requirements and Resources System (ATRRS)
- training schedules, and school quotas.
- The contractor shall perform assessments on existing efforts and program initiatives to ensure conformance to the overall Army Resilience program strategy and program execution.
- Maintain and develop state level partnerships with community NG, States, Territories, and District of Columbia DPRR program. The contractor shall document all communication and outcomes of communication on the TOSR.
- The contractor shall identify trends in resilience training nationally and provide COAs to the Government on improving resilience effectiveness as requested. The Government anticipates approximately 52 reports annually.
- Provide recommended updates regarding the MRT curriculum with DPRR and provide three COAs regarding the ARNG resilience schoolhouse. The Government anticipates approximately 12 reports annually.
- Coordinate all resilience training materials and locations for training across national States, Territories, and District of Columbia. On average, there are 8 trainings per month coordinated.
- Shall develop metrics concerning the resilience program using NG programs and surveys.
- Evaluate SAP prevention training and delivery at all state, territories, and District of Columbia.
- Develop recommendations for implementation of suicide prevention, SAP, and resiliency training to optimize training outcomes.
- Develop an annual report of suicide prevention, and SAP training, delivery methods, and outcomes of training.
- Evaluate trainings conducted and provide best practices for instructors.
- Shall provide quarterly reports of suicide prevention, and SAP trends of individual, interpersonal, and organizational risks, and present protective factors.
- Provide annual review of suicide prevention and SAP training at the state, territory, and District of Columbia and provide written report on prevention training implementation and findings to NGB Division leadership.
- Shall develop recommendations for corrective action(s) to achieve efficient and effective suicide prevention trainings.
- Shall coordinate all developed training materials and locations for training across national States, Territories, and District of Columbia.
- Provide a comprehensive plan to develop and pilot additional suicide prevention and SAP training.
- Shall coordinate training pilots before national level implementation to survey outcomes.
- Develop, implement, and execute suicide prevention and SAP training to state level risk reduction support and state suicide prevention support.
- Develop quarterly briefings to provide a status to national leadership on evaluation of current Army and Air training.
- Liaise with the Suicide Prevention and Substance Abuse Program Manager and applicable staff as needed to provide information, coordinate training, and address concerns related to Suicide Prevention and SAP trainings or the development of.
- Perform other duties as assigned.
Necessary Skills and Knowledge:
- Demonstrated instructing and briefing skills, with the ability to adapt to executive-level audiences.
- Highly proficient in Microsoft Excel and metric development.
- Strong organizational and project management skills.
- Excellent written and verbal communication skills.
- Ability to work independently and as part of a team.
Minimum Qualifications:
- Master’s Degree in a related field, or Bachelor’s Degree in a related field.
- Minimum four years of practical experience in substance abuse prevention, suicide prevention, resilience, and program/case management.
- Level 1 Master Resilience Trainer (MRT) certification within 6 months of employment.
- Ability to pass a background check and eligible to obtain a Contractor Common Access Card (CAC).
Preferred Qualifications:
- Experience in substance abuse and suicide prevention programs.
- Previous experience working with the National Guard or similar organizations.
- Advanced certifications or training in related fields.
