The City of Wylie has a newly added position within the Engineering division ready to fill! The Project Manager is responsible for the overall management and administration for the design, construction and inspection of capital improvement projects. Oversees technical design and inspection functions. Responds to citizen and staff requests and complaints.
Supervision is provided by the Public Works Director.Salary posted is negotiable based on years of experience.
Position Duties
- Reviews development plans by ensuring compliance with City codes, drainage codes and ordinances, and environmental standards and controls.
- Provides technical assistance and information to the Director, consultants, developers, citizens and City staff on matters regarding private development design review, construction and drainage projects.
- Provides administrative and community service functions by attending and presenting at Planning and Zoning Commission meetings, City Council meetings, and fielding requests from the public and civic groups.
- Conducts routine field visits observing construction, drainage conditions, and responding to inquiries from the public.
- Reviews development plans and traffic impact analysis for proposed developments and zoning cases to ensure compliance with city codes.
- Oversees and administers the flood insurance program for the City.
- Maintains watershed master plans, oversees the management of the flood plain regulations, reviews flood studies.
- Assists with the selection of consulting engineers and contractors for the design and construction of drainage projects.
- Approves right of way and design changes for private development projects.
- Identifies projects from master plans for streets, parks, water, wastewater and storm drainage; identifies need for new projects or for replacement of old systems through coordination and review with operations and maintenance staff and through evaluation of impacts associated with new development.
- Investigates and responds to citizen inquiries and complaints; reviews development plans for compliance with City standards; coordinates with developers, contractors, and other City staff.
- Attends City Council and Planning and Zoning Commission meetings; assigns duties, monitors progress, and prepares budget recommendations.
- Allocates resources as needed; works with employees on improvements to City services; participates in the development and implementation of goals, objectives, and priorities and participates in developing and evaluating standard operating procedures.
- Manages the preparation, implementation and interpretation of the City engineering design manual, ordinances, procedures, resolutions, development agreements and special studies.
- Serves as a department liaison by meeting with residents, business owners, consulting engineers, outside organizations, government agencies, and other department managers and directors to discuss, evaluate, recommend and resolve issues and problems and respond to questions, inquiries and concerns.
- Participates in City Council and other meetings in the Director’s absence by representing the department in official and unofficial capacities, recommending and preparing agenda items and providing documentation on issues related to engineering.
- When assigned, supervises personnel by selecting and hiring new employees, coordinating training for department personnel, evaluating work performance, assisting employees in correcting deficiencies and/or implementing disciplinary and termination procedures.
- Operates a motor vehicle in carrying out the business of the department and the City.
- Performs as a responsible steward of the public trust and strives for excellence in public service, enhancing the quality of life for all.
- Acts in a civil, respectful manner at all times to management, co-workers and others.
- Performs other duties as may be assigned.
Minimum Qualifications
Bachelor’s Degree in Engineering or related field required. Experience in a municipal or public works design and/or construction setting preferred. Certified Floodplain Manager preferred. Familiarity with software related to design. Valid Driver's License with acceptable driving record required. Must have Texas Driver's License within 60 days of hire.
Completion of National Incident Management System (NIMS) training courses as outlined by Emergency Management after hire.
