About the Department
The City of Norfolk is seeking an Assistant Director to join the Department of Utilities. This is an advanced professional and administrative position responsible for providing oversight and direction of complex operations, asset management, strategic and long-term planning within the Department of Utilities.
Position Duties
Essential functions include but are not limited to:
- Works with Division Heads and other staff on the creation and implementation of strategic plans and goals that align with the City’s core values. Measures the plan effectiveness in relation to the department’s goals. Modifies plans and goals as necessary, keeping the best interests of the City and its residents in mind.
- Develops and implements policies, procedures, and controls necessary to ensure sound management of the department.
- Acts as the Department Director when the Director is absent. Serves as a representative of the department and city by attending meetings, serving on committees and attending business functions as needed.
- Develops and maintains a long-term plan that guides the department’s improvement projects, CIP spending and asset management.
- Provides leadership in the development and implementation of departmental strategies, policies, procedures, and performance measures.
- Performs staff recruitment, selection, development, and performance management activities.
- Works with management from other departments/areas to create citywide policies and procedures.
- Requires ability to clearly communicate with public in person, in writing and by telephone.
- Effective writing and public speaking skills for delivering information to City Council, executive and community groups required.
- Requires ability to use office equipment including microcomputers and computerized accounting applications.
- Must have valid driver’s license.
Minimum Qualifications
Five years' experience in a related field, preferably in a management capacity; or an equivalent combination of education and experience.
Other Qualifications
Valid driver's license is required.
Work Location: 500 E. Main St., 7th Floor, Norfolk, VA 23510
Work Hours: Eight hours daily between 7:30 a.m. - 5:00 p.m., Monday - Friday.
This is an Essential position and may be subject to rotating, after hours, weekends, holidays, emergency response, and standby assignments during emergencies and storms.
