The Court Administrator, who also serves as the Court Clerk, is responsible for the overall management and daily operations of the Municipal Court. This position oversees case flow management, courtroom preparation, and the maintenance of all court records, financial accounts, and fee schedules to ensure compliance with City policies, state statutes, and legal requirements. The Court Administrator provides leadership in developing and implementing goals, procedures, and technology solutions that enhance court efficiency and accessibility, including the use of video and telecommunications for court functions. The role also includes training and evaluating staff, coordinating with the Judge, City Prosecutor, defense counsel, jurors, and the Police Department, and managing the annual court budget and expenditures. The Court Administrator is expected to model and promote the City’s Mission, Vision, and Core Values while fostering a positive and collaborative work culture.

Duties and Responsibilities

  • Manages court operations, including the development and implementation of court goals, objectives, policies, and procedures.
  • Manages pending caseloads, monitors patterns, and modifies automated and procedural systems to support effective calendar management.
  • Manages technologies that enhance the court’s database systems and support video and other telecommunications capabilities to improve court performance.
  • Develops and trains court employees through procedural and operational manuals; conducts and documents performance evaluations.
  • Collects, manages, and evaluates statistics from court dockets, receipts, bond/jury fee reports, and citation listings; prepares monthly and year-to-date statistical reports; manages daily and monthly financial transactions and revenue accounts.
  • Prepares court dockets for regular court sessions and traffic court; sets up the courtroom; and calls court to order.
  • Prepares the annual budget by analyzing current and prior year expenditures, determining budget needs for the upcoming year, and ensuring sufficient funds are available for court operations.
  • Monitors and approves court expenditures to ensure compliance with the approved budget.
  • Accounts for all monies associated with Municipal Court operations; develops and enforces financial handling and reporting procedures in coordination with the Finance Department.
  • Prepares and revises court fee schedules to ensure consistency with applicable laws and practices of comparable municipalities.
  • Reviews pending legislation, including Colorado Municipal League (CML) bulletins and Colorado Revised Statutes, to ensure compliance with all applicable requirements and laws affecting the Municipal Court.
  • Confers with the Judge and City Prosecutor regarding court procedures, cases, and guidelines.
  • Serves as the liaison between the Municipal Court, Prosecutor, Defendants, Witnesses, Jurors, Defense Counsel, Police Department, and other judicial or municipal entities.
  • Serves as the coordinator with the Colorado Bureau of Investigation.
  • Maintains all legal records of court proceedings, including rulings, findings, pleas, and sentences; prepares and processes required documents; ensures compliance with City and State statutes.
  • Maintains and promotes a positive, collaborative culture within the City organization, demonstrating and supporting the City’s Mission, Vision, and Core Values.
  • Establishes and maintains effective working relationships with citizens and co-workers.
  • Maintains the list of attorneys who accept court appointments and coordinates appointments for indigent defendants.
  • Performs other duties and special projects as assigned by the supervisor.

Supervisor Duties

The Court Administrator directly supervises the Deputy Court Clerk, providing direction, training, scheduling, and guidance to ensure the effective operation of Municipal Court functions. This includes assigning work, reviewing performance, coaching for professional growth, and maintaining accountability to established policies and procedures. The Court Administrator is responsible for ensuring accuracy, timeliness, and efficiency in case processing, financial transactions, and records management. The position also oversees the welfare, conduct, and development of the Deputy Court Clerk, ensuring a collaborative, supportive, and professional work environment aligned with the City’s Mission, Vision, and Core Values.


Work Environment

Duties are primarily performed in a professional office and courtroom setting within a secure municipal facility. The noise level is generally moderate, with routine exposure to office equipment, phones, and conversations, as well as occasional periods of heightened noise during court sessions or when the courtroom is full. The position requires frequent interaction with judges, attorneys, defendants, law enforcement officers, and members of the public, often in situations that may be emotionally charged or stressful. Work involves frequent interruptions, shifting priorities, and the need to manage multiple tasks under deadlines. The role requires attention to detail, professionalism, and the ability to maintain composure in a fast-paced environment.

Requirements

Qualifications

  • Bachelor’s degree in Public Administration, Business Administration, Criminal Justice, Legal Studies, or a closely related field; or an equivalent combination of education, training, and progressively responsible court, legal, or governmental administrative experience on a year-for-year basis.
  • ·Master’s degree in Public Administration, Business Administration, Criminal Justice, or a related field is highly valued.
  • Requires a minimum of four (4) years of progressively responsible experience in court administration, legal office management, or related administrative operations.
  • Supervisory experience in a municipal or judicial environment is highly desired.
  • Experience with court technology systems, financial reporting, and policy development is highly desired.
  • Valid Colorado Driver’s License is required within 90 days after hire.
  • Must possess or obtain ICS 100, 200, 700, and 800 certifications within twelve (12) months after hire.

Required Capabilities

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

  • Ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Demonstrated strong verbal and written communication skills, analytical skills, statistical and mathematical abilities and interpersonal skills. Ability to read and interpret documents such as safety rules, operating maintenance instructions, and procedure manuals. Ability to write complex reports and distill information for many audiences.
  • This position requires close, distance and peripheral vision.
  • Ability to hear an average conversational voice in a quiet room, using one or both ears, at a distance of six (6) feet. Ability to hear sounds and signals indicating work and safety necessities.
  • This position requires standing, walking and sitting for periods of time. Utilization of hands and fingers to operate office computer keyboard and equipment required. Must be able to reach with hands and arms, and stoop, kneel or crouch if needed.
  • Must be able to lift up to twenty-five (25) pounds as needed and frequently lift up to ten (10) pounds. 
  • This position requires effective proficiency in the use of computer software and applications, office equipment, and professional telephone use. The ability to adequately type quickly with few to no errors is also very important. This position will often require multi-tasking in the use of computer, phone, and office equipment while interacting with clients. Candidates for this position may be required to take and pass technology proficiency assessments prior to employment.
