About the Department

King County Metro's Rail Division seeks an experienced and highly capable individual to become the next Rail Training Chief.

The Rail Training Chief plays an integral role in meeting the organization's vision to provide the best rail service possible. This position works closely with the other members of the Training Leadership Team to develop, implement, and maintain technical training programs that meet the needs of adult learners, support changing organizational needs, and address all safety and compliance guidelines.

This position serves as a leader in learning and education as well as a people manager. They plan, develop, and evaluate the daily work of Rail Technical Trainers at Rail's Operations & Maintenance Facilities (Central or East) and provide coaching and development opportunities for Technical Trainers. They also play a critical role in ensuring the overall quality of training provided and ensuring that required licenses and certifications are maintained by Rail employees. The primary focus of this position will be on training for Rail Division’s Wayside Section, Business & Administration Section, and Employee Onboarding; however, all Rail Training Chiefs will support a variety of projects and back up each other’s work as needed.

This leadership position is also critical in supporting Rail Division employees and the mission of the Rail Division, Metro, and King County and is instrumental in motivating the technical training group in support of that vision and mission.

King County Metro is the exclusive partner, and operations and maintenance provider to Sound Transit's Link Light Rail system. Light Rail is the backbone of Puget Sound's mobility future. With fast, frequent, and reliable connections, the system is poised for significant expansion during this decade.

As Light Rail continues to grow, it will influence and inform Metro's investments of resources well into the future. To strategically and effectively manage such a significant, accelerated rate of growth, the Division Director's Office has established the following strategic priorities to address what matters most:

Position Duties

  • Serve as a knowledgeable leader in education and training for the Rail Division by:
  • Supporting the mission, values, and strategic priorities of the Rail Division and motivating a high-performing team in support of that vision.
  • Building, supporting, and fostering a culture of care within Technical Training and the Rail Division.
  • Collaborating closely with the Training Strategy Manager, the Technical Training Superintendent, and the other Technical Training Chiefs to develop and provide exceptional learning and training programs for the Rail Division.
  • Collaborating across internal and external teams to achieve positive results.
  • Supervise and direct the work of Rail Technical Trainers by:
  • Exhibiting positive leadership and role modeling, encouraging and supporting staff development and training, conducting performance evaluations, and managing leaves and ADA accommodations, as needed.
  • Contributing to the evolution of the technical training work group, including developing the team and developing/improving processes and procedures. 
  • Onboarding, evaluating, and supporting new technical trainers, typically those providing training to members of the Rail Wayside Section, Business & Administration Section, and new employees in onboarding.

  • Managing employee performance, including providing ongoing feedback, coaching, and support; serving as a model of professional behavior; providing opportunities for growth and development; motivating others to achieve their highest standards of performance; and applying disciplinary action when necessary.
  • Scheduling training courses and technical trainers.
  • Continuously improve Rail technical training by:
  • Evaluating training programs delivered to a wide variety of audiences and skill levels and using results of those evaluations to drive training improvement and ongoing learning of the team.
  • Evaluating facilitation strategies and learning materials and recommending improvements
  • Implement new technology and ensure accuracy of data by:
  • Managing courses that are delivered through multi-media and learning management systems.
  • Maintaining accurate, up-to-date training data and records and ensuring adherence to King County record retention policies.
  • Apply labor agreements and King County and Metro Transit policies and procedures.
  • Participate in recruitment and hiring processes of technical trainers and other employees.
  • Serve as on-call training chief on evenings and weekends, in rotation or as needed
  • Drive between Rail Operations and Maintenance Facility locations as needed, based on operational need
  • Perform other duties as assigned.

Minimum Qualifications

Minimum Qualifications

  • Two or more years of experience leading teams and/or complex projects to deliver positive organizational results. 

  • One or more years of experience delivering effective peer-to-peer training, workshops, and/or formal trainings.

  • Two or more years of experience working in a transit environment, including hands on work experience in a Wayside Maintenance craft (Signals, SCADA, Track, Power).

  • Excellent oral, written, and interpersonal communication skills, including the ability to listen carefully to others with an open mind while giving and receiving feedback.

  • Skill in using current office software programs including word processing, spreadsheets, databases and similar software applications, and the ability to learn and apply new technology to support organizational and team goals.
  • A valid Driver's License,

  • Knowledge and application of adult learning theory, practice, and methodology.

  • Experience coordinating and delivering high-quality employee onboarding experiences.

  • Experience delivering high-quality technical training in a light rail system.

Selection Process

In addition, this recruitment’s selection process may be used to establish an eligibility list to fill future openings in this classification and within this division over the next year (12 months) and will be utilized at the discretion of the hiring authority.


Work Schedule

This position is exempt from the provisions of the Fair Labor Standards Act and therefore is not eligible for overtime pay, if scheduled. The work schedule is normally a 40-hour work week which requires the ability to work 6am to 2pm, Monday through Friday, with the potential to shift to later work times. This role also requires the ability to cover other absences and serve as an on-call training chief on evenings and weekends, in rotation, or as needed.

The work associated with this position will be performed at either of the below locations and may change in the future based on operational need. Some work may occasionally be done remotely, with approval.

  • Rail Operations and Maintenance Facility (OMF) Central- 3407 Airport Way S, Seattle WA 98134

  • OMF East- 1907 120th Ave NE, Bellevue WA 98005, or any additional locations that may open in the future.


Employees will have access to shared workspaces at various King County and Sound Transit facilities. Employees must reside in Washington state and within a reasonable distance to their worksite to respond to workplace reporting requirements.


Physical Requirements

The work associated with this position may require reporting for duty and directing training staff during adverse weather events and other emergencies.
