About the Department

The City of Bend Police Department is actively recruiting for one (1) full-time lateral Police Lieutenant. This opportunity is a Non-Represented, FLSA non-exempt position.


This opportunity is open to candidates that meet the minimum qualifications.  Preference will be made for those applicants having the preferred qualifications as outlined in this job announcement. 


Under the general direction of the Captain or Chief, this middle manager may be assigned to a position in the Patrol Division, Investigative Division or fulfill an administrative assignment. The Lieutenant manages, supervises, provides assistance and mentorship to personnel under their command. Tasks are governed by established rules and regulations, policies and procedures, statutes, and precedent. The position, however, does have substantial latitude.

Police Lieutenants periodically rotate assignments and/or duties between Patrol, Investigation, and Administrative Divisions based on organizational need.

Position Duties

As the Police Lieutenant you will: 

  • Carries out the vision and mission of the agency as defined in the vision and mission statements; models and promotes the core values of the organization.
  • Represents the department in related committee activities as directed.
  • Completes special assignments and research projects as assigned.
  • Leads by example as a strong role model; displays servant leadership.
  • Oversee the management of units under their command and completes projects assigned.
  • Supervises, schedules, manages and reviews the work of staff, participates in hiring, employee evaluations and disciplinary actions. 
  • Serves as a watch commander for the patrol division.
  • Lead or assist with Internal affairs investigations
  • Serves as Public Information Officer in the absence of the Police Communications Manager.
  • Acts as the incident commander or Liaison with multi – agencies on major events, to include Investigations or CERT team.
  • Evaluates current practices and proposes the implementation of efficient work practices and future needs of the organization.
  • Plans and manages the deployment of adequate personnel and equipment to fulfill the mission of the department, to include emergency management.
  • Ensures procedures are in conformity with laws and policy.
  • Participates in the formulation of policy and is responsible for the implementation and enforcement of policy.
  • Monitors, inspects, and is accountable for the appearance, morale, public image, and performance of subordinates.
  • Keeps Division Commander informed of pertinent information regarding the progress of major, unusual or complex cases, major city-wide events, incidents that greatly impact the city or agency, and personnel issues.
  • Provides training, development, technical assistance and leadership to subordinates.  Observes, and instructs personnel relating to the enforcement of laws, rules and ordinances, the prevention of crime and the protection of life and property.
  • Receives, reviews, and investigates complaints.  
  • Prepare reports on activity and progress, including recommendations for action.
  • Assures, through physical inspections, that equipment is adequately maintained and in working condition.
  • Comply with safety requirements of the position and actively promotes safe work practices.
  • In an emergency event or an officially declared State of emergency will respond as directed to ensure the restoration of essential public services, facilities and infrastructure.
  • Must be able to render credible testimony in a court of law.
  • Performs other related duties as required to achieve position objectives.

Supervisory Responsibility:

  • Directly manage all team members, including training, assigning and directing work, evaluating performance, assisting with the disciplinary process, and addressing employee concerns and grievances.
  • Provide team members with regular feedback on performance, including frequent informal feedback, annual performance reviews, assisting with professional development, and making recommendations for employee separations, promotions or special assignments. 
  • Participate in the recruitment of new employees, including interviewing and making hiring recommendations/ decisions and compensation recommendations.
  • Disseminate, implement, and enforce organization and team standards, policies, and procedures, including providing proper guidance to those carrying out related duties.

Minimum Qualifications

Knowledge of:

  • All phases of law enforcement principles, practices, methods and procedures, including crime prevention, criminal investigation, criminal identification, apprehension, rules of evidence, rules of search and seizure, care and transportation of prisoners, and supervisory practices.
  • Pertinent federal, state and local codes, ordinances, rules and regulations which apply to situations involving numerous aspects of law enforcement.
  • The judicial system and the Oregon Criminal Code.
  • Management and administrative practices.
  • Departmental service objectives and policies, procedures and operational functions necessary to accomplish them.
  • Departmental policies, procedures, protocols, guidelines, contracts and agreements as they relate to both emergency situations and daily departmental operations.
  • Organizational policies, procedures and guidelines.
  • Safety practices related to the work; and
  • Conflict resolution techniques.

Skill in:

  • Interpreting and applying applicable federal, state, and local laws and regulations, which apply to problem situations involving numerous aspects of law enforcement.
  • Interpreting and applying departmental and organizational policies and procedures.
  • Initiating and completing projects and assignments.
  • Supervising, evaluating and training employees.
  • Preparing comprehensive and detailed reports. 
  • Operating firearms and other police equipment.
  • Obtaining information through interviews and interrogations.
  • Making sound on-the-spot judgments.
  • Analysis and evaluation of pertinent facts to reach correct conclusions when all facts have been analyzed.
  • Using computers and applicable software applications.
  • Preparing complex documents using proper English, grammar, punctuation, and spelling.
  • Operation of firearms, patrol vehicles and other police equipment.
  • Communicating effectively in situations where cooperation is difficult to achieve.
  • Understanding and demonstrating the ability to promote and maintain a diverse and inclusive work environment. 
  • Problem-solving complex issues and rational reasoning and
  • Organizational skills.

Minimum Qualifications: 


  • Education: Possess at least 90 college credit hours
  • Experience: Three (3) years’ experience as a police lieutenant or equivalent experience. This experience must be demonstrated upon completion of the application for the promotional process
  • Applicants will have the minimum amount of knowledge and experience to adequately complete the duties of a Bend Police Lieutenant
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job 


Required Licenses & Certifications:


  • Ability to pass the Bend Police Department Background Check 
  • Ability to obtain a DPSST Management Certificate within two years of appointment
  • Valid Oregon Driver’s License

Desired (but not required) Attributes: 

  • Currently hold a Department of Public Safety Standards and Training Management Certificate
  • Minimum of six years of supervisory and management experience
  • Central Oregon policing experience
  • Minimum of two years in a criminal or narcotics investigations unit
  • Bachelor’s degree in criminal justice or related field


Work Environment:
 
Work is performed in an office environment and in the field in a variety of stressful, high-risk emergency and non-emergency situations, which may involve exposure to potential personal danger.  Work duties may require working at any time of the day or night with occasional requirements in the field at crime scenes.  This is a considerable requirement for extended hours.   Work schedule varies depending on assignment, but may include 11.25-hour shifts, or current patrol schedule, with frequent requirement for extended hours.  Includes: Weekdays, weekends, nights and holidays.  Lieutenants may be transferred to different lateral assignments based on department needs.
