About the Department

Under the general direction of the Public Works Director, performs complex administrative, supervisory, and technical work in management of the City’s Fleet, Sanitation, Facilities, Streets and Stormwater Divisions. Facilitate efficient and responsive operations including the planning, coordination, and execution of services such as street maintenance, mowing, stormwater management, sanitation, and fleet services. Fleet Maintenance duties include oversight of the Fleet Supervisor’s management of the City’s fleet services for all Departments, vehicle procurement, utilization, equipment replacement schedules, computerization of fleet services, maintenance and disposal of equipment. Sanitation duties include management of the City’s contracted residential and commercial collections, roll-off operations, commercial & residential construction debris, long-term planning and customer service. Facilities duties include oversight of the Facilities Supervisor and building maintenance. Streets and Stormwater duties include oversite of the Division Supervisors/Coordinators and infrastructure maintenance. Requires application of independent judgment in planning and directing the operations of the Divisions and progressive service programs to meet customer service needs. Assignments are made orally or in writing and work is reviewed through observation of results obtained, conferences and periodic reports or evaluations.

Position Duties

• Administers and supervises the City fleet services program;
• Administers and supervises a City-wide solid waste program;
• Administers and supervises the City facilities maintenance program;
• Administers and supervises the City streets and stormwater maintenance program;
• Completes written and oral progress reports and monitors Division’s finances;
• Preparation divisional budget and make recommendations to the Public Works Director;
• Interprets and enforces City codes covering solid waste collection and storage practices, and health and environmental regulations for both private and public operations;
• Supervise crews, manage work orders, and ensure timely response to service requests and emergencies.
• Assigns and reviews the investigation and reporting of industrial and equipment accidents;
• Works to ensure the repair, maintenance, and procurement of equipment;
• Obtains facts, analyzes evidence, and makes decisions or takes actions to correct problems;
• Integrates new programs into existing operations;
• Supervises the ordering of materials and services needed to properly carry on the functions of the divisions;
• Prioritizes workload for prompt completion of emergency and unscheduled work requests;
• Coordinates regional activities with neighboring Cities and County regarding the solid waste matters and environmental issues;
• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly provide quality seamless customer service;
• Maintains up-to-date knowledge of industry standards and state and federal requirements;
• Assists individual divisions in writing purchase specifications for equipment and special apparatus;
• Ensures proper maintenance of City fleet remains current; 
• Secures suppliers to ensure proper stock levels of frequently used parts and components;
• Performs other duties as assigned by Public Works Director.

Minimum Qualifications

Graduation from an accredited college with a Bachelor’s Degree in related fields and 4 years of progressively responsible experience in management of a fleet services department, general utilities maintenance, facilities maintenance and large solid waste collection, disposal, or regulatory enforcement operation. A minimum of 3 years’ experience in a responsible supervisory capacity required. An associate’s degree and other combinations of experience that meet the minimum requirements may be substituted. Must possess and maintain a valid Florida Driver's License, or have the ability to obtain said license within one (1) month of hire date.

Other Qualifications

Thorough knowledge of federal, state, county and local health, environmental and safety codes relating to solid waste and fleet maintenance.

Through knowledge of administrative management practices and procedures related to fleet, facilities, sanitation and right of way infrastructure maintenance programs and activities.

Thorough knowledge of the maintenance procedures essential to the upkeep of facilities and operational systems.

Thorough knowledge of the occupational hazards and safety precautions of the work.

Ability to prepare and administer budgets including long term equipment replacement programs.

Ability to communicate clearly and concisely, orally and in writing.

Ability to direct subordinates and to facilitate staff toward objective accomplishment.

Ability to establish and maintain a professional effective working relationship with departmental personnel, all levels of employees, City officials, other government agencies and the general public.
