About the Department

The Park District is currently recruiting for a skilled and dedicated Sanitation System Maintenance Leader in the Sanitation Department of the Operations DivisionThis on-site position will be headquartered at the South County Trades Yard in Castro Valley, CA. The Sanitation System Maintenance Leader will perform installation, inspection, maintenance, and repair of the District's sewer and collection systems. This is an impactful role that provides both preventative and corrective maintenance to critical Park District equipment, allowing for safe and efficient operation. The hiring pools established from this recruitment will be used to fill the current vacancies and additional vacancies that may occur during the one-year life of the hiring pools.

WHAT YOU'LL BE DOING: 
Under general supervision, leads staff in the maintenance and operation of the East Bay Regional Park District's (Park District) sewer and collections systems; performs the full range of inspection, preventive and corrective maintenance, and repair activities; and provides lead direction and training oversight to less experienced employees and assigned staff, instilling a culture of safety with the use of safety equipment; assists the Sanitation/Recycling Supervisor with a variety of sanitation related projects or assignments; and performs related duties as assigned.

Position Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Performs skilled and semi-skilled work in support of all Park District collection systems including: installation, inspection, preventive and corrective maintenance and repair activities;
  • Performs closed-circuit television inspection and cleaning of lines;
  • Troubleshoots and prioritizes maintenance and repair problems;
  • Performs a variety of stationary and mobile equipment repair work;
  • Order materials and supplies required for maintenance and repair activities, and estimates time and material requirements;
  • Coordinates with other Park District departments and outside agencies;
  • Assists with monitoring budgets and tracking project expenditures;
  • Attends meetings representing the Park District and makes presentations;
  • Under the direction of the supervisor, writes technical specifications for a variety of sanitation projects and consults with park supervisors and other staff to provide expertise and recommendations for projects throughout the Park District;
  • Oversee and/or maintain accurate records and files related to the maintenance and repair of the collection system maintenance and repair program, recommend special work requirements or necessary equipment maintenance;
  • Obtains estimates for repair services and materials as directed;
  • Assist Sanitation System Maintenance Supervisor in evaluating vendors; and
  • Performs related duties as assigned

OTHER FUNCTIONS AND DUTIES

  • Leads crewmembers which include lower-level staff, other park crews, in the performance of scheduled and coordinated sanitation projects;
  • May provide supervision of staff members in the absence of the supervisor;
  • Purchases and/or recommends the purchase of materials, tools, and equipment for a wide variety of projects and maintenance needs; p
  • Plan, schedule, prioritize, and assigns maintenance and repair work in consultation with the Sanitation System Maintenance Supervisor and communicates status of repairs to appropriate staff;
  • Maintaining and repair such facilities and equipment as main sewer lines, laterals, pumps, valves, electric motors, gas engines, and other equipment found in a wastewater collection system and related pumping stations;
  • Ensure the efficient operation of all vehicles, mobile, equipment, collection system equipment, and facilities;
  • Review and monitor completed work to ensure quality control standards are met;
  • May assist and train lower level and new staff in work procedures;
  • Coordinates the use of portable sanitation facilities;
  • Perform the full range of Sanitation System Maintenance Worker duties;
  • Stays abreast of sanitation technology to meet current and future Park District needs;
  • Maintaining advanced septic systems, ie Changing floats, Cleaning advantex beds, Cleaning biofilters, and documenting all functions of pump operations;
  • Operate high velocity cleaning and rodding equipment to clean and flush sewer lines on a scheduled or emergency basis;
  • Operation of combination Hydro-Vacuum Truck; cleaning and inspecting of culvert pipes;
  • Set up traffic control and safety equipment when using vehicles on a street or other roadway;
  • Use safety equipment and observe all safety procedures;
  • Respond to emergency calls for service;
  • Assist in mitigating overflow spills and damage as required, and completes accurate subsequent reports;
  • Perform installation and maintenance of underground lines, often with the assistance of contract staff

Minimum Qualifications


Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: Equivalent to completion of the twelfth grade; 

AND

Experience: Three (3) years of experience in sanitation maintenance.

License or Certificate: A valid California Class B driver's license with tanker and air brake endorsements is required.

Other Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Septic systems, sewage collection, disposal techniques and equipment, including advanced septic systems; sewer collection maintenance and inspection techniques; codes that apply to the installation of septic systems and holding tanks; transmitter and locator equipment; Pipe Camera CCTV for sewer inspections; Principles, practices, tools, equipment, and supplies required to maintain and repair a wastewater collection system, including underground sewer lines, laterals, and pumping stations; basic principles and practices of mobile equipment servicing and repair; safety equipment and practices related to the work, including confined space entry.

Ability to:
Investigate and analyze situations, plan and organize research; coordinate research with other Park District departments and other agencies; speak and write effectively; safely use hand and power tools related to the work, driving and operating trucks, and equipment; Interpret and explain applicable laws, regulations, policies, and procedures; make accurate mathematical calculations; read maps, manuals, and specifications, respond effectively to emergency situations and troubleshoot such situations; prioritize work and using independent judgment within procedural guidelines; maintain accurate records of work performed; establish and maintain positive and cooperative working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers and park users.


CONDITIONS OF EMPLOYMENT: 
  • Must pass a Level 1 Background Check.

  • Must wear a Park District Uniform.

  • Employees in this classification will be required to be able to use respirators in accordance with Cal OSHA regulations.

  • Work in cramped, enclosed places, sometimes in awkward positions and in sewage.

  • May be required to work unusual hours, nights, weekends, holidays, and outdoors in a variety of weather conditions.

  • License and Certificates:

    • Grade l Collection System and Maintenance Certificate, (CWEA) California Water Environment Association
    • Septic System Operation & Maintenance, National Association of Wastewater Technicians (NAWT)
    • Septic System Installer, National Association of Wastewater Technicians (NAWT)
    • Septic System Inspector, National Association of Wastewater Technicians (NAWT)
    • CCTV Pipeline, Lateral and Manhole Assessment, National Association of Sewer Service Companies (NASSCO)
    • Sewage Hauling Permit, Contra Costa County Environmental Health
    • The above licenses and certificates must be obtained within 2 years after being hired, transferred or promoted into the position and must be maintained on a current basis. Failure to obtain or maintain the above license and certificates will result in the incumbent being removed from the position.

East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in a Memorandum of Understanding (MOU) between the Park District and Local 2428.  The probationary period for this classification is nine (9) months.

Internal Promotions: Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
