Cedar Park Group is seeking a highly skilled and detail-oriented Quality Control Manager to oversee approximately $15M in design-build construction projects. This role ensures that all work meets the Scope of Work (SOW), applicable standards, addenda, environmental provisions, permits, laws, and schedules. The ideal candidate will bring expertise in quality control management for large-scale construction, with the ability to work independently while collaborating with a diverse set of stakeholders.

Schedule: Monday–Friday, based on project activity, meeting schedules, and inspections. Minimum two hours/day on active sites (currently three sites in progress). No work on federal holidays. Candidate must live within 30 minutes of the base.

Key Responsibilities

  • QCP Management: Develop, implement, and enforce project-specific QCPs; keep plans current and fully compliant.
  • Three Phases of Control: Lead, document, and manage Preparatory, Initial, and Follow-Up inspections for all work features.
  • Government Liaison: Act as primary QC contact with QA/COR reps; maintain professional, collaborative relationships.
  • Documentation & Reporting: Maintain accurate QC records, daily reports, submittals, RFIs, and certifications in RMS/QCS.
  • Submittals & RFIs: Review and approve technical submittals, shop drawings, and RFIs for compliance prior to government review.
  • Inspections & Testing: Oversee all site/third-party inspections and testing; verify results and resolve deficiencies.
  • Non-Conformance Management: Identify, document, and correct non-conforming work; lead root cause analysis and prevention.
  • Team Oversight: Direct subcontractors and third-party providers; promote a culture of safety and zero defects.
  • Project Turnover: Manage final inspections, punch lists, and closeout documentation (O&M manuals, as-builts, warranties).
    • Required Qualifications & Experience

      • Certification: Current USACE Construction Quality Management for Contractors (CQM-C) certification is mandatory.

      • Education: Bachelor’s Degree in Architecture, Engineering, or Construction Management from an accredited institution.

        • In lieu of degree: 10+ years of experience as a lead QC Manager on federal design-build projects valued at $10M+ each.

      • Experience:

        • Minimum 5 years of recent QC Manager experience on federal design-build projects exceeding $5M each.

        • Demonstrated project history with federal agencies (USACE, NAVFAC, VA, GSA).

        • Proven success managing QC on vertical construction projects such as barracks, medical facilities, hangars, SCIFs, or administrative buildings.

      • Systems Proficiency: Hands-on expertise with RMS/QCS is absolutely required.

      • Security Clearance: Must be a U.S. Citizen and able to obtain/maintain a federal government-issued security clearance (DBIDS).

        Preferred Qualifications

        • Professional Engineer (PE) or Registered Architect (RA) license.

        • Familiarity with Unified Facilities Criteria (UFC) and Unified Facilities Guide Specifications (UFGS).

        • Strong technical acumen in reading and interpreting complex engineering plans and specifications.

        • Proficiency with QC documentation/reporting tools in addition to RMS/QCS.
