Role Overview:
The English Learner Specialist maintains frequent communication with school corporation staff and external stakeholders to provide technical support, expertise, and resources for EL-related issues. This position collaborates with other Indiana Department of Education (IDOE) divisions to provide advocacy and guidance on how ELs are impacted and best supported in their respective work (e.g., working in partnerships with Special Education on issues concerning ELs with disabilities).
Programs administered by the Office of English Learning & Migrant Education (ELME) include Title III: Language Development for English Learner (EL) and Immigrant Students; Title I, C: Migrant Education Program; the state Dual Language Grant; and the Refugee School Impact Grant. These programs provide supplemental instructional services and resources to eligible students and include subgrants to local education agencies (LEAs). ELME provides policy guidance and technical assistance to schools and manages statewide projects and initiatives surrounding EL education (e.g., ILP system). The EL Specialist operates in all of these areas, including: coordinating grant review and management, conducting federal monitoring, providing technical assistance and training, developing resources, and other work related to supporting the academic success of ELs in Indiana schools.
Salary Statement:
The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.
A Day in the Life:
The EL Specialist reports to the Director of English Learning and Migrant Education Programs. Daily activities and objectives are discussed with and directed by the Director of English Learning and Migrant Education Programs. Work is conducted professionally within federal and state guidelines.
Coordinating the EL Plan, Title III, Dual Language, and Refugee School Impact grant cycles, including but not limited to:
- Designing and releasing the program year application
- Reviewing applications submitted by school corporations
- Reviewing budget amendment requests
- Processing end of grant accountability reports
Other responsibilities:
- Designing and delivering EL-focused professional development and reference resources to the field and other stakeholders
- Providing technical assistance to LEAs to assist in fulfilling state and federal requirements regarding English learners; as well as providing assistance to internal IDOE stakeholders and other state agencies, as needed
- Communicate with and support LEAs effectively on various needs surrounding EL students
- Develop, implement, update, and maintain operational procedures and protocols for EL data collection, analysis, and monitoring activities
- Conduct on-site and virtual visits to LEAs as necessary for federal monitoring purposes as well as technical assistance
- Work with the LEAs that have had a finding of noncompliance to determine a root cause analysis, develop a corrective action plan and provide technical assistance and resources to implement the plan
- Consult and collaborate with other Indiana Department of Education (IDOE) staff as well regional and national technical assistance centers as necessary
- Promote innovation and best practices to improve outcomes for EL students
- Develop and maintain professional working relationships with state and national education professional organizations
- Other duties as assigned
What You'll Need for Success:
• Master’s degree preferred; Indiana ENL teaching license preferred
• Four years successful teaching experience
• Knowledge of federal and state laws and regulations related to Division programs
• Ability to demonstrate program area knowledge expertise related to second language acquisition theory, English language development instructional program design and methodology; and knowledge of best practices for student learning, instruction and assessment; impact of language and culture differences within the classroom; curriculum development
• Possess strong oral and written communication skills
• Possess strong compouter skills to be able to operate effectively within familiar (e.g., Excel) and new software systems (e.g., eCivis grants management system)
• Ability to organize and analyze local school district needs
• Ability to work well with people, individually, in group situations, and within organizational structures
• Ability to travel locally, regionally, and nationally as responsibilities demand
