SUMMARY OF POSITION
Under direction from the Senior Environmental Services Manager, the purpose of the position is to direct, support, manage, and coordinate the work of Environmental Services Code Compliance staff; enforce applicable City codes and ordinances generally related to solid waste and right-of-way; and perform a variety of technical tasks relative to assigned areas of responsibility. This position serves as a senior member of the division and may help to influence and inform the strategic direction of the division. This position requires strong leadership, customer service, relationship building, teamwork, and problem solving/innovation skills and abilities.
The Environmental Code Compliance Manager supports the Senior Environmental Services Manager in shaping strategic direction and implementing policies related to Code Compliance within the Environmental Services Division. This role is responsible for supervising and training a team of three environmental code compliance officers, overseeing inspections and investigations, abating nuisances in the public right-of-way, and ensuring enforcement of the city's Solid Waste Ordinance and applicable Zoning provisions.
Key duties include making personnel decisions, monitoring budget expenditures, reviewing development site plans, and coordinating with city staff, franchised solid waste contractors, and non-franchised recycling haulers. The ideal candidate will have strong communication and relationship-building skills to effectively engage with the public, city officials, and legal entities. Experience using digital systems to monitor operations and track performance is also essential.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assists the Senior Environmental Services Manager with strategic initiatives and influences and informs the strategic direction of the division including the creation, maintenance and implementation of policies and procedures.
- Serves as a critical member of the division leadership team and assumes the associated leadership responsibilities of that position.
- Plans, prioritizes, assigns, manages, and reviews the work of Environmental Code Compliance staff,
- Responsible for establishing training and quality assurance procedures to ensure that Code Compliance staff are properly trained and produce work of the highest quality and professionalism.
- Periodically, initiates, oversees, and reviews inspections and investigations; ensures compliance with codes and regulations; enforces and oversees proceedings.
- After coordination with the Senior Environmental Services Manager, this position is responsible for deciding the employment status of Environmental Services Code Compliance staff including, but not limited to hiring, progressive discipline, performance appraisals, coaching and mentoring.
- Researches, analyzes, and defines code concerns in the community, and recommends, develops, and oversees resolutions to meet needs.
- Prepares various reports on operations and activities.
- Establishes goals and objectives; establishes schedules and methods for providing code inspection services; implements policies and procedures for Environmental Code Compliance staff .
- Assists in budget preparation and administration; submits budget recommendations and monitors expenditures.
- Responsible for identifying and abating nuisances within the public right-of-way, and for enforcing Solid Waste section and applicable Zoning provisions of the Code of Ordinances, including any amendments or updates adopted in the future. Conducts site plan reviews to ensure compliance with relevant Solid Waste and Zoning regulations.
- Serves as a staff liaison to franchise contractors for solid waste collection, landfill disposal, and recycling processing; monitors contractor performance to ensure compliance with franchise agreements and applicable sections of the Code of Ordinances, ensuring service quality, accountability, and contract adherence.
- Administers the permitting process for outside commercial haulers of recyclable materials; monitors and investigates construction activities to verify permit compliance and conducts follow-up to ensure adherence to applicable sections of the Code of Ordinances.
- Interacts with Court Administration and the City Prosecutors office to ensure timely and proper adjudication of municipal citations.
- Testifies in court as necessary and prepares supervised staff to do the same.
- Responds to and resolves sensitive and/or controversial inquires and complaints.
- Communicates with citizens, coworkers, supervisors, and elected/appointed officials thoroughly, accurately, effectively, and timely, both orally and in writing.
- Resolves conflicts in high-pressure situations, both orally and in writing, while maintaining a calm and positive attitude and demeanor.
- Available to handle after-hour assignments when needed.
- Attends and facilitates meetings to share Code Compliance expertise with a variety of internal and external contacts.
- Compiles or monitors administrative and/or statistical data pertaining to department operations and activities, analyzes data and identifies trends; summarizes data and prepares reports.
- Uses software system such as Energov and CityWorks to record code compliance cases and initiate service requests and work orders.

Minimum Qualifications
MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.
Bachelor’s degree from an accredited college or university required with major coursework preferred in public administration, public health, business management, or closely related field. Minimum of five (5) years of increasingly responsible related experience; or any equivalent combination of education, training, and experience. Must hold the following certifications:
- Property Maintenance and Housing Inspector Certification from the International Code Council (ICC) or the ability to obtain the registration within one (1) year of employment;
- Code Enforcement Officer Registration from the Texas Department of Licensing and Regulation (TDLR) or the ability to obtain the registration within one (1) year of employment.
- National Incident Management System certificates IS-700 and IS-100 or ability to obtain within one (1) year of employment.
PREFERRED QUALIFICATIONS
- Certification in conflict resolution
- Ability to write, speak, and read the Spanish language.
CONDITIONS OF EMPLOYMENT
- Must maintain all required certifications, registrations, and licenses/
- Must pass a drug screen and background check.
- Must have Class C Texas Driver’s License

PHYSICAL DEMANDS
Tasks involve the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (12 -20 pounds). Required tasks require visual, sound, depth, and odor perception and discrimination and the ability to communicate orally and in writing.
