About the Department
First point of contact for public and private entities to submit permit requests and documents for land use applications, subdivision plans, special use permits, map amendment requests, access permits, excavation permits, and stormwater permits. Performs a variety of additional duties including, but not limited to, assisting the public, developing and amending computer databases, preparing legal descriptions for various permits, and collecting funds.

Position Duties
Receives and performs a preliminary review of land use applications, subdivisions, special use permits, map amendments, and permits; prepares written review documents and reports including recommendations for denial or approval of land use applications with conditions affecting road, drainage, and stormwater systems. Assists the public with complaints and inquiries regarding the research of right-of-way and legal descriptions. Collects permit payments, letters of credit, bonds, and escrow. Independently travels to, attends, and represents the department at various public meetings, hearings, and project reviews; attends various meetings associated with stormwater, Fountain Creek Watershed, and memberships. Works in conjunction with the Traffic Engineering Specialist and Construction Inspector with review and approval of access permits; travels to worksite locations to perform duties of the position. Develops, updates, and amends computer databases for road maintenance, road right-of-way, bridges, and land use information; utilizes Geographic Information System (GIS) Software including, but not limited to, ArcView, used for mapping projects. Prepares legal descriptions associated with various permits and right-of-way acquisitions. Calculates, collects, and tracks funds for public improvements and the road drainage fees that are assessed. Writes reports and agreements, maintains databases including, but not limited to Pubic Works, right-of-way files, and maintenance agreements; completes annual reports, and accounting reports. Performs other duties as appropriate or necessary for performance of the job.
Minimum Qualifications
REQUIRED EDUCATION, EXPERIENCE & LICENSE:
- High School Diploma or GED Equivalency required.
- Five (5) years or more experience in Civil Engineering or related technical field including land use applications, subdivision plans, special use permits, map amendment requests, access permits, excavation permits, and stormwater permits required.
- Possession of, or ability to obtain a valid Colorado Driver’s License required.
- Must successfully pass background check.
