About the Department
Fairland Sports and Aquatics Complex seeks a hardworking, creative, self-starter with strong programming and marketing skills to serve as the Community Programs Manager for the Complex. Our ideal candidates will provide programmatic direction for the facility’s school-year aftercare program, summer day camps and community events, as well as support marketing and community outreach for all venue programming.
The M-NCPPC offers a competitive salary range of $56,358.00 - $99,814.00 at the Community Programs Manager level with an excellent benefits package including generous leave, extensive health coverage, deferred compensation plan, employer's retirement plan, and work-life programs. The hiring range for this position will be $56,358 – midpoint of the advertised salary range and will be based on the candidate’s qualifications and experience.
Position Duties
Plans, organizes, and implements recreation activities to include Kids’ Club, Summer Day Camps, health and wellness programs, and special events. Market programs for the facility. Prepare and distribute flyers, rack cards, ads, posters, and other marketing materials, working closely with Public Affairs and Community Engagement and the Exhibit Shop. Supervise and execute Fairland Kids’ Club Afterschool Program, Monday – Friday, 2 -6 pm. Ensures the Childcare License is maintained, and practices meet state regulations. Recruit, onboard, train, supervise, schedule, and evaluate seasonal/intermittent employees and volunteers to include childcare, summer camp, rental and events team members. Monitor and track expenditures for programs and projects, including quarterly/annual budget projections. Plans, schedules, and assigns work. Approve timecards for seasonal/intermittent staff. Monitor and track seasonal staff hours worked. Attend trainings to familiarize self with M-NCPPC software, policies, and procedures. Participates on assigned committees, working cooperatively with other committee members to complete the committee's assigned function(s). Prepare check requests, purchase card requests, purchase requisitions, personnel action forms, mileage reimbursements, and other administrative reports. Must be willing to work evenings, weekends, and holidays as needed.

Minimum Qualifications
- Bachelor’s Degree in Parks and Recreation, Recreation Management, Facility Management, Education, Business Administration, Physical Education, Communication, Leisure Services, or any related field.
- One (1) year of responsible professional experience working in a facility related to parks, recreation, leisure services, or area of required specialty (e.g., arts, performing arts, tennis, aquatics, ice rinks).
- An equivalent combination of education and experience may be substituted, which together total five (5) years.
- Valid driver’s license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of the position.
- Contingent upon area of assignment, some positions in this class may require valid: (a) operating license (e.g., county pool operator, childcare license) as appropriate; (b) First Aid, CPR, and automated external defibrillator (AED) certifications; or (c) certifications as related to assignment (e.g., Lifeguard Instruction, Fundamentals of Gymnastics).
- Pass Commission medical exam.
- Ability to qualify as a Childcare Director under Maryland State Department of Education requirements:
- 45 clock hours of child development (birth-school age) and 45 clock hours of school age curriculum and 40 - 45 hours of approved administrative training and 9 hours of communication training; or, hold an AA degree or higher with approved courses in recreation or school-aged training.
- First Aid/CPR/AED Certified
- Knowledge of leisure and recreation services, business administration, social and cultural programs, safety and health regulations, supervision, budgeting and procurement, marketing and public relations, and relationship building.
- Ability to apply principles to solve practical problems, read and prepare routine reports and correspondence, effective oral and written communication, prepare and market promotional materials, and provide courteous service.
