Position Duties
- Provide information to employees and the public in person and over the telephone.
- Receive, review, evaluate, and process claims, requisitions, action forms, incident forms, invoices, certificates, and other similar materials related to personnel and risk management functions. Arrange necessary appointments. Set up appropriate files. Schedule, monitor, and document status as necessary. Communicate/coordinate information to/with appropriate personnel.
- Prepare correspondence, notices, policies, procedures, logs, reports, receipts, requisitions or requests for demand, and maintain records and files.
- Plan, develop, and implement personnel recruitment processes and establish eligibility lists; prepare examination materials, job flyers, and advertisements; screen employment applications and attachments; coordinate and proctor examinations; schedule, coordinate, and monitor completion of post-employment physicals/tests and background checks, and perform employee orientations.
- Compile and/or analyze data related to: insurance claims; wages/salaries, benefits or classification; recruitment and employment; employee training; or other similar data pertaining to Personnel or Risk Management. Prepare logs, records and reports. Comply with local, State or Federal reporting requirements. Conduct analyses and make recommendations as necessary. Correspond or coordinate with employees, other City departments, or consultants. Monitor statements, check registers or accounts, and process deposits.
- Assist and participate in the administration of the classification and compensation plans; assure proper classification is requested when filling position vacancies; update classification specifications as required; conduct less difficult desk audits and make classification recommendations.
- Coordinate training programs. Make arrangements for facilities and arrange/order appropriate materials/supplies. Maintain records of attendance and solicit feedback from trainees.
- Perform special projects as assigned.
Minimum Qualifications
- Knowledge of basic public administration practices and terminology related to personnel or risk management and related State and Federal laws
- Knowledge of City personnel and risk management policies, procedures, rules or regulations
- Knowledge of basic regulations for processing workers' compensation or liability claims
- Knowledge of office procedures and practices
- Ability to understand, interpret and apply pertinent City policies and procedures and Memoranda of Understanding, State and Federal rules, laws, regulations
- Ability to accurately and promptly provide information to the public, employees, other City departments, other agencies, or consultants
- Ability to compile, prepare and maintain confidential, technical, and statistical records and reports
Education, Experience and Special Requirements:
Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.
- Typical education would include a high school diploma, or equivalent, supplemented by courses in public or business administration, personnel, risk management, or related field.
- Typical experience would include at least three years of increasingly responsible, relevant experience in personnel, risk management, or related field.
- Possession of the appropriate California driver's license, or the ability to acquire one within ten days of appointment.
