Ocean Associates, Inc. (OAI) is seeking a candidate to assist the National Marine Fisheries Service (NMFS) Office of International Affairs, Trade, and Commerce in Silver Spring, MD.  OAI supplies personnel support services on contract to government and industry clients for marine fisheries and protected species.

 DUTIES:

The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of International Affairs, Trade, and Commerce (IATC) has a statutory responsibility to manage marine fisheries and resources in accordance with the Magnuson-Stevens Fishery Conservation and Management Act (MSA) and other relevant Federal laws such as the, the Marine Mammal Protection Act, the Endangered Species Act, the High Seas Driftnet Fishing Moratorium Protection Act (Moratorium Protection Act), and the Maritime Security and Fisheries Enforcement Act (Maritime SAFE Act) to address illegal, unreported, and unregulated (IUU) fishing and other unsustainable fisheries practices by foreign nations that compete with U.S. fisheries and seafood products.  NMFS IATC engages other countries bilaterally and through regional fisheries management organizations (RFMOs) and other multilateral organizations to promote sound management, conservation, and sustainability of living marine resources.  

OIA seeks a Senior Data Analyst to provide trade data analysis support to IATC’s Seafood Import Monitoring Program (SIMP), which includes the following activities: 

  • Collect, categorize, analyze, and interpret data from complex and diverse data sets.
  • Assist in risk assessments with both quantitative and qualitative information.
  • Guide analysis with data-poor sets. 
  • Support SIMP economic assessments, including providing guidance on analysis and overseeing the development of project deliverables. 
  • Develop data visualizations and written materials to interpret complex analyses into plain language.

Location: Silver Spring MD

Salary and Benefits: This is a full-time position with benefits. Salary $35.00 to $50.00 per hour.

Required Knowledge and Experience: 

  • Bachelor of Science degree or higher, from an accredited college or university with a major in natural resource management, preferably fisheries and the nuances of IUU fishing, and seafood supply chains.  
  • Three (3) years of experience in related field to the stated duties. Education beyond Bachelor’s Degree can be substituted for experience; Master’s Degree and 2 years of relevant experience or PHD and one year of relevant experience. 
  • Experience working with trade data and complicated data sets.
  • Experience with analysis tools, such as BigQuery, Excel, R, and SQL.
  • Experience with data visualization software, such as Looker or R Studio.  
  • Exceptional communication skills and the ability to work well with others.
  • Proficiency in one or more non-English languages is preferred but not essential.
