PRIMARY PURPOSE:

 

Assist the Director with the district’s transportation and vehicle maintenance program for all district-owned vehicles to ensure a safe, efficient and effective transportation system that will enable students the opportunity to participate in a complete range of activities. 

 

QUALIFICATIONS:

 

     Education/Certification:

  • Bachelor’s Degree (Preferred)
  • Texas Department of Public Safety School Bus Driver Safety Certification
  • Professionally Certified as TAPT “Pupil Transportation Official” (Preferred)
  • Hold or obtain a CDL, class B minimum with “P” & “S” Endorsements
  • Ability to pass annual State of Texas School Bus Driver Physical
  • Must pass ALL Federal DOT Drug and Alcohol Tests
  • Must have Motor Vehicle Driving Record (MVR) in line with requirements for Texas School Bus Drivers
  • Ability to pass a criminal history background check

     Special Knowledge/Skills: 

  • Ability to supervise all aspects of student transportation operations and fleet maintenance
  • Working knowledge in the selection, training and supervision of transportation and vehicle maintenance personnel
  • Ability to exercise judgment in decision making
  • Strong organizational, communication, interpersonal and leadership skills
  • Ability to manage budget and personnel
  • Ability to implement policy and procedures 

     Experience: 

  • Five years (Preferred) of supervisory experience in school district transportation operations. 

Such alternatives to the above qualifications as the administration may find appropriate and acceptable.

 

MAJOR RESPONSIBILITIES AND DUTIES:

 

Instructional Management

 

  1. Oversee the transportation program to meet all the requirements of the district’s daily instructional program and extra-curricular activities. 
  1. Supervise the district school bus driver training program. Provide for and implement formally scheduled safety meetings and in-services.

 

  1. Operate and support the transportation routing software program (Tyler VersaTrans) to its maximum potential

 

School/Departmental Climate 

  1. Deal sensitively and fairly with persons from diverse cultural backgrounds. 
  1. Provide for an effective communication channel with staff, district employees, students and community. 
  1. Use management practices that promote team-work and collaborative decision making among staff members. 

School/Departmental Improvement 

  1. Assess and respond to needs related to job responsibilities. 
  1. Make recommendations for sound policies directed toward program improvements. 

Personnel Management 

  1. Recommend ideas to support district programs for recruitment, selection, orientation and assignment of transportation employees. 
  1. Assign bus drivers and monitors to routes and evaluate staff job performance to ensure effectiveness. 
  1. Revise as needed and maintain current all job descriptions in the transportation department. 
  1. Review training options and/or improvement plans to ensure the best operation of the transportation department. 

Administration and Fiscal/Facilities Management 

  1. Assist and recommend implementing policies established by federal and state law, State Board of Education rule and the local board policy in the area of transportation. 
  1. Assist with compiling, ordering, maintaining and filing all state and local reports, driver records (MVR), vehicle maintenance records, fuel reports and other documents required by local and state policy to ensure compliance. 
  1. Supervise the preparation and updating of bus routes for all district schools. 

Student Management 

  1. Review student behavior reports; conduct conferences with parents and drivers to resolve disciple issues; and work cooperatively with building principals and others responsible for dealing with discipline management issues occurring on school buses by ensuring suspension of riding privileges for any student who violates rules and regulations. 
  1. Monitor bus loads to prevent over-crowding and to promote efficiency and effectiveness 
  1. Make every effort to insure “safe rider” habits are maintained while students are on the bus by providing student management, bullying and harassment awareness with all staff.

  1. Takes the initiative to develop needed professional skills appropriate to job assignment. 
  1. Demonstrate behavior that is professional, ethical and responsible and serve as a role model for all Transportation Department personnel. 
  1. Belong to and take an active role in professional organizations pertaining to the position; attend professional development courses, conferences and trade shows for growth and to stay up with the latest trends in student transportation operations, laws, products and services. 

School/Community Relations 

  1. Articulate the district’s mission and goals in the area of transportation to the community and solicit its support in realizing the mission.                                                                                                                                                      
  2. Demonstrate awareness of district/community needs and initiate activities to meet those identified needs. 
  1. Demonstrate the use of appropriate and effective techniques for community and parent involvement. 
  1. Manage all transportation functions & other duties as assigned. 

SUPERVISORY RESPONSIBILITIES:

 

Supervise and evaluate the performance of all transportation bus drivers, bus aides/monitors, paraprofessional and shop staff as assigned.

 

Respond to after-hours emergency calls as needed; operate or deliver a sub bus when breakdown occurs; and be available to check road conditions in the early morning hours during inclement weather.

 

Oversee preparation of data necessary to process transportation payroll

 

Maintain leadership role with staff, parents and community.

 

Assist with gathering information in investigations of vehicle accidents and student safety violations.

 

Perform disaster duty as needed (hurricanes, earthquakes, tornadoes, floods, etc.) 

 

VEHICLE MAINTENANCE AND REPAIR

 

Manage repair of all district-owned vehicles and oversee plans for a preventive maintenance program; implement a program for processing vehicle repair requests and prioritizing work orders.  Contract for services that cannot be performed in the shop.

 

Monitor fuel deliveries, distribution and usage.

 

Implement a bus replacement program and make recommendations for bus purchases

 

BUDGET AND INVENTORY

 

Compile and administer transportation budgets to ensure that programs are cost effective and funds are managed wisely.

 

Initiate purchases and bids in accordance with budgetary limitations and district policies

 

Maintain current inventory of supplies, parts and equipment

 

Approve and forward invoices for transportation accounting department

 

Recommend disposal of obsolete vehicles and equipment.

  1. Frequent district-wide travel (75%).
  2. Frequent prolonged and irregular hours (75%).
  3. Occasional need to drive or monitor a school bus in order to cover all routes (25%).
  4. Frequent use of all equipment in an office setting (90%).
  5. Requires performing tasks standing (25%), walking (50%), bending (15%), kneeling (15%).
  6. Work positions include climbing (20%), kneeling (15%), squatting (10%) and extended reaching above head and in front of body (10%).
  7. Requires working inside and outside in all temperatures and climatic conditions (50%).
  8. Requires climbing school bus steps and using brooms for sweeping (50%).
  9. Operates all district vehicles (50%).
