The work location for this position is currently the Kingston Site until such time as a new work location is suitably located near the implementation site locations (Kawartha Lakes site and Clearview Township site).
Frequent travel will be required, as follows:
Years 1-2: Kingston, Ottawa, and Toronto, with occasional travel to the future Site Locations
Future: Predominantly Site locations are (Kawartha Lakes site and Clearview Township site), with occasional travel to Kingston, Ottawa, and Toronto
The Technical Specialist, Project Management, provides project and program management support to infrastructure and real property projects. The incumbent acts as the lead technical specialist, working with the Client-Partners to determine all identification, development and implementation requirements for successfully decommissioning facilities. The incumbent also oversees the transition of information technology (IT), facility management and security services to new facilities. The incumbent manages the Client-Partner relationship.
KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary
• Lead the planning for decommissioning facilities, transitioning services (e.g. IT, facility management) and returning facilities to Public Services and Procurement Canada
• Coordinate activities of consultants and contractors
• Maintain integrity of security information, personnel and equipment during decommissioning, transition and transfer
• Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
• Ensure quality standards are met, in line with corporate and Client-Partner expectations
• Manage risk
Other
• Coordinate with key stakeholders to ensure a seamless transfer of facility ownership and management responsibilities
• Monitor and control allocated project funds
• Prepare progress and financial reports on project and program metrics and performance results for Client-Partners, as required
• Other duties as assigned
SKILLS
General and Specific Knowledge
• Best practices, methods, trends and legislation in real property, environmental services and construction services
• Best practices and trends in financial management
• Client-Partner project management policies and procedures
• Treasury Board of Canada Secretariat policies and procedures
• Integrated processes related to IT, security, facility management and operations
• Project and risk management principles
Formal Education and/or Certification(s) and Experience
• Minimum: college diploma in engineering, architecture or related field with six years’ relevant experience, or the equivalent
• Preferred: additional training in project management
Abilities
• Use applicable computer software and operating systems
• Apply project and risk management techniques
DEVELOPMENT AND LEADERSHIP
• Provide functional direction and advice to other employees and to Client-Partners
WORKING CONDITIONS
• Typical office environment with occasional travel
• Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment
