This position works in Real Estate Transactions. This is complex real property appraisal, negotiation and advisory work in the field investigation, valuation and negotiation of real property for District acquisition, expropriation, sale, exchange, lease, rental or other purpose. An incumbent conducts field investigations and appraises real property for the purpose of acquisition, expropriation, sale, exchange, lease and rental; assists and liaises with municipal and external authorities relative to coordination of land development projects; as a member of the Subdivision Committee, estimates land values for sale of subdivision properties; negotiates with property owners and/or their representatives for the acquisition of real property including easements, covenants, and rights-of-way required by the municipality; meets with prospective purchasers or lessees in connection with the sale or lease of municipal property; conducts sales of municipal land for commercial, industrial, multi-family or residential use by public tender; recommends minimum bid prices, prepares bid packages, land sale advertisements, statements and other such materials required for the conclusion of sales; accepts bids, coordinates bid opening procedures and recommends acceptance or rejection of bids received; attends Committees of Council and ad hoc Council meetings as required; estimates costs of removal of structures on land required for municipal purposes; inspects and approves easement restorations. Performs related work as required.
Qualifications include completion of grade 12 and completion of a recognized real estate appraisal course plus considerable related experience in real property appraisal and negotiation work or an equivalent combination of training and experience. Considerable knowledge of the principles, practices and procedures used in property acquisition through negotiation and the sale of land through public tender; of current property values and market trends; policies, rules, regulations and by-laws relative to subdivision control, zoning, building and other legislation affecting real property. The incumbent should possess the ability to perform complex property appraisal and negotiation and conduct land sales by public tender; prepare feasibility studies and analyses, appraisal, negotiation and land sale reports and recommendations; and provide advice and guidance relating to land policy, real property transactions and related matters. Certification as an Accredited Appraiser - Canadian Institute or R.I. (B.C.) Appraisal Option and a valid Driver's Licence for the Province of British Columbia are required.
This is a Temporary Full Time position until December 31, 2026.
