About the Department

The Water Conservation Coordinator, under general supervision, inspects irrigation systems for Union County Water customers who request the service and makes recommendations to conserve water. Educates customers about water usage through educational outreach programs. May assist with Backflow/Cross-Connection assessments as needed. May assist industrial pretreatment staff with field sampling during wastewater investigations due to illicit discharges to the system or as part of routine sampling schedules. Performs site inspections and data management of oil/water separator facilities and food service facilities within the collection system.

Position Duties

Ensures compliance with Union County Water’s Inter-basin transfer agreement as it relates to water conservation. 


Educates Union County Water customers on water conservation requirements and water use ordnance. 


Conducts inspections and evaluations of Union County Water customers’ irrigation systems. 


Contacts and informs customers of County policy and water conservation requirements. 


Gathers, organizes, analyzes and evaluates data and information.

Provides recommended action based on such data and information. 


Prepares and maintains detailed reports of inspections and correspondence.


Assists with scheduling and communicates with customers to coordinate inspections, sends reports and follow up recommendations, etc.


Leads and participates in educational outreach opportunities with the community, including public events, schools, libraries, and other locations.


Compiles statistics about the Irrigation Evaluation Program and reports on the program’s effectiveness.


Maintains documentation of inspections and the amount of time spent for regulatory purposes.


Assists the Industrial Pretreatment group with the implementation of the Industrial Pretreatment, Fats, Oils, and Grease (FOG) programs.  


Assist the backflow/cross connection control group with the implementation of the backflow/cross connection control program. 
 

Reads and interprets drawings, diagrams, and blueprints; requisitions parts and supplies; may conduct employee safety meetings; and adheres to safety standards.


Review and approve plans for new businesses connecting to Union County Water’s infrastructure.


Performs other related duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS

Education and Experience:

High school diploma or an acceptable equivalency diploma (GED), and three (3) years of experience in Irrigation system operation and maintenance and/or plumbing, and/or water/wastewater utility operations; or equivalent combination of education and experience. 


Licenses or Certifications:

Must have a valid driver's license and maintain a safe driving history as defined by the Union County Vehicle Use Policy.


Certified Landscape Irrigation Auditor (CLIA) or ability to obtain within 18 months of hire date


Special Requirements: 

May occasionally work during evenings and weekends to meet customers or during public outreach events.


Excellent verbal and written communication skills in English. 


PREFERRED QUALIFICATIONS

Education and Experience:

Associate’s degree in engineering, Environmental Science, or related field, and five (5) years of experience in irrigation system operation and maintenance, and/or plumbing, water/wastewater utility, or equivalent combination of education and experience. 


Licenses or Certifications:

Must have a valid driver's license and maintain a safe driving history as defined by the Union County Vehicle Use Policy. 


Certified Irrigation Technician (CIT)

Certified Irrigation Contractor (CIC)

NC Grade C Distribution certification

NC Grade 1 Collections System Operator Certification

NC Grade 1 Pretreatment certification 

NC Backflow/Cross Connection Certification


Special Requirements: 

Bilingual skills (English/Spanish). 

Other Qualifications

PHYSICAL DEMANDS

Must be physically able to operate a motor vehicle. Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to move objects. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs, or other parts of the body to grasp, push, pull, or otherwise move objects. Physical requirements are for Heavy Work.
