Senior Planner  - Mobility and Land Use
The City of Boise is seeking a strategic and collaborative planner to help shape the future of how people move through our growing community. This hybrid-eligible role ensures land use and transportation systems work together to create a safer, more connected, and more accessible Boise. Serving as a key liaison between the City and partner agencies such as ACHD, COMPASS, Valley Regional Transit, and ITD, this position influences regional mobility decisions and represents Boise’s long-term goals in multimodal planning. Position Duties

Handles complex issues and problems and refers only the most complex issues to higher-level staff. Is capable of performing all duties of an Assistant and Associate Planner, and provides leadership, coaching, and/or mentoring to a subordinate group, as needed. 

Develop and implement long-range multimodal transportation strategies that support land use goals, including complete streets, transit corridors, micro-mobility, and pedestrian and bicycle networks. Prepare policy recommendations and implementation frameworks that bridge mobility and land use planning. 

Represent the City in coordination efforts with the Ada County Highway District (ACHD), COMPASS, Valley Regional Transit, and Idaho Transportation Department. Participate in and influence the ACHD Five Year Work Plan and other external plans to reflect Boise’s transportation and land use goals. 

Review and provide input on roadway, streetscape, and capital infrastructure plans. Evaluate the technical adequacy and policy alignment of partner agency proposals. Ensure projects reflect city standards, context sensitive design, and safety priorities. 

Integrate Vision Zero principles into planning efforts and partner coordination. Support development of crash data analyses, safe systems strategies, and proactive policy recommendations for public space and mobility projects. 

Conduct outreach and engagement for transportation-related plans and projects. Collaborate with neighborhood associations, advisory committees, and elected officials to build support and understanding of mobility initiatives. Serve as an internal technical resource for the Planning Division and other City departments. Provide staff input on land use policies, code amendments, area plans, and annexation review with transportation implications.

Minimum Qualifications

Required Knowledge, Experience, And Training
Bachelor’s degree in urban planning, transportation planning, landscape architecture, engineering, public administration, or a closely related field and four years of related experience, or an equivalent combination of education and experience.

Knowledge of:

  • Best practices in multimodal transportation, complete streets, micro-mobility, and Vision Zero
  • Land use and mobility integration, particularly in urban contexts
  • Public space and corridor planning, including conceptual design principles
  • Planning and engineering standards (AASHTO, NACTO, MUTCD, etc.)
  • GIS and spatial analysis tools
  • Adobe Creative Suite a plus
  • State and local planning laws, especially the Local Land Use Planning Act (LLUPA)
  • Pedestrian and bicycle design and planning standards, design principles and innovative multi-modal strategies, policies and programs.

Ability to:

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Master’s degree in urban planning, transportation planning, public administration, or related field

AICP Certification

Experience in public sector planning or agency coordination in Idaho

Familiarity with ACHD processes and the regional planning context.

Licensing And Other Requirements

Valid state-issued driver's license.


Special Requirements
Applicants must be able to pass:

City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

Work includes sensory ability to talk and hear. Work in this position also includes close vision. Employees will sit, stand, walk, reach and grasp. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions, outdoor weather conditions and extreme temperatures. Employees will also drive a vehicle as part of this position.
This position works: Community events, charrettes, scheduled evening meetings/public hearings, site visits, as needed.
