SUMMARY: Provides Administrative support to director, independently performing a variety of complex administrative assignments with general supervision. Acts on behalf of the department managers on significant administrative manners or delegated key program elements that falls into the Director’s area of program responsibility. Supervises office staff and manages the day-to-day functions of the Clinic office services. Manages independent projects and participates in budget analysis.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Coordinate and manage elements of assigned program, projects.
- Provides assistance to managers in budget development. Manages reviews and analyzes departmental program budgets for trends or anomalies.
- Monitors and reviews grants and contract files for compliance and deliverables.
- Prepares verifies and reconciles purchase documents, payment documents and deposit documents.
- Drafts recommended program policies and procedures with managers.
- Assess departmental needs for computer equipment taking into account plans for future expansion and new technology (e.g. Electronic Health records). Makes recommendations to the Health Director.
- Facilitates and conducts research on program projects and maintains appropriate paperwork.
- Attend regular training to keep affront of the advancing technology.
- Supervises and advises data entry personnel ensuring enhancement of their skills through training.
- Coordinates and assists staff in preparing reports for analysis, in management of resources.
- Assist in preparing annual reports.
- Maintains inventory and shops for department supplies as needed.
SUPERVISORY RESPONSIBILITIES: This position has supervisory duties.

LANGUAGE SKILLS: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS: Must have a valid Washington State Drivers License.

While performing the duties of this job, the employee is occasionally required to work near moving mechanical parts and may run the risk of electrical shock. The noise level in the work environment is moderate.

EDUCATION and/or EXPERIENCE: Masters Degree and one year of management experience OR Bachelors Degree and at least three years of related work experience. OR Associate of Arts Degree and five years of related experience OR High School Diploma and six years of related experience.
