Basic Function
Works closely with the METRORail management team in support of revenue operations. Plans, organizes, directs and controls current Light Rail Vehicle Maintenance and future expansion maintenance startup and vehicle commissioning activities. Responsible for personnel management and direct supervision of a work force consisting of LRV Electronic Specialists, LRV Technicians, LRV Machinists, and LRV Servicers. Responsible for logistic management and oversight of tools, equipment, materials and repair parts required in performing preventive and corrective maintenance for the Light Rail Vehicle Maintenance staff. Responsible for providing a minimum of 90% vehicle availability for revenue service at all times. Responsible for maintaining an On Time Performance of greater than 96% at all times. Performs duties in a safe, efficient manner and in compliance with applicable rules and safety procedures.
Responsibilities and Specific Duties
- Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g., training, supervising, work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department outcomes are achieved.
- Monitors Work In Progress of inspections, preventive maintenance programs and corrective maintenance activities being performed on Light Rail Vehicles including personnel.
- Reviews and ensures that all maintenance documentation is correct, complete, and concise and that all job notes are detailed.
- Monitors and ensures that all jobs have direct labor charges applied to them.
- Schedules work assignments for routine and special events.
- Monitors light rail vehicle parts usage in determining and tracking potential fleet deflects.
- Oversees availability of supplies necessary for work crews to perform their maintenance tasks.
- Responsible for meeting equipment service demands in a safe and efficient manner.
- Monitors and manages the daily mileage accrual on the rail vehicles to maintain an adequate split between miles since last PMI to provide a manageable scheduled maintenance program.
- Develops and implements recovery strategies due to mainline service delays. Provides mainline support for light rail vehicles as required.
- Supports the development and implementation of METRORAIL Standard Operating Procedures and safety procedures.
- Establishes rail vehicle maintenance procedures and practices in accordance with OEM and agency established specifications.
- Ensures necessary training for newly hired maintenance personnel is completed prior to releasing them to the maintenance floor.
- Responsible for driving re-railing truck and operating equipment to perform re-railing operations of light rail vehicles.
- Coordinates light rail vehicle maintenance work requirements with transportation to minimize yard and service interruptions.
- Responsible for performing and coordinating shop and yard moves entering and exiting the shop facility.
- Manages cleaning service crews to ensure vehicle cleanliness is achieved.
- Assist vendors, contractors and other support personnel required onsite for maintenance activities and monitor their work in progress and gives direction to technical support contractors.
- Works with staff and vendors to assure adequate spare parts, tools and other necessary equipment is on hand to support revenue operations.
- Works closely with peers, management, and contractors to ensure a safe, reliable and efficient Light Rail Operation.
- Assists with ongoing training and certification activities.
- Maintains METRO standards per labor agreement, work rules and safety standards. Administers discipline in accordance with METRO and departmental policies and procedures.
- Required to be on call 24/7 for emergency situations, derailments, breakdowns and any special METRO functions.
- Provides excellent customer service to METRO internal and external customers.
- Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
- Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
- Performs other job-related duties as assigned.
Pay Range: $76,200 - $100,000
Education Requirement
High school diploma or GED is required. Associate degree in Electrical/Electronic Technology or a related degree is preferred.
Years & Experience Required
Minimum five (5) years of increasingly responsible Light Rail Vehicle maintenance experience. Direct experience with Light Rail Vehicle Maintenance is preferred. Lead/supervisory experience is preferred.
Knowledge & Skills Required
Good communications (verbal and written) and interpersonal skills. Working knowledge of labor agreements and related processes.
New job requirement effective May 20, 2016, requires a Texas Class B Commercial Driver’s license with air brake endorsement. New hires or current employees must obtain within six months of requirement date, or date assigned in job classification. Must meet METRO’s requirements regarding motor vehicle records. Must be able to pass a DOT physical.
New hires must obtain their Transit Safety and Security Program (TSSP) and Public Transportation Safety Certification Training Program Certification (PTSCTP) certificates within the allowed three (3) year window from the date of hire from the Transportation Training Institute (TSI).
