Job Purpose:
We are seeking a Senior IT Business Analyst to support the Michigan Department of Corrections (MDOC) mission-critical applications. This role will serve as the primary liaison between MDOC clients, DTMB professionals, and vendors, helping to develop requirements, analyze data, make process recommendations, and guide system and business flows. The successful candidate will play a key role in RFP development, cost estimation, strategic planning, test strategies, and IT project execution.

Requirements

• Collaborate with MDOC clients and DTMB professionals to develop, analyze, and document business and system requirements.
• Lead activities associated with Request for Proposals (RFPs), including drafting requirements, estimating costs, and defining project action plans.
• Perform impact analysis for IT initiatives and develop test strategies in collaboration with subject matter experts.
• Act as an IT system owner and liaison with vendors, representing MDOC for impact assessments and strategic planning.
• Support the establishment and fulfillment of MDOC’s strategic goals through IT service delivery.
• Identify risks and issues, escalate appropriately, and provide solutions in a timely manner.
• Participate in DTMB or statewide IT initiatives as required.
• Create process models, workflows, and project analysis documentation (e.g., swim lanes, sequence diagrams, use cases).
• Provide detailed oral and written reports, presentations, and recommendations.
• Organize and direct requirement-gathering activities across stakeholders.
• Develop test plans and test cases, working with business experts to ensure quality assurance.

Knowledge, Skills, and Abilities:

• Strong knowledge of business analysis methodologies and process modeling.
• Knowledge of IT project planning, development, and implementation.
• Understanding of SDLC methodologies (Agile, CMMI, or other industry standards).
• Knowledge of application development environments and tools.
• Experience with project estimation, planning, and forecasting.
• Proven experience gathering/documenting business, functional, and technical requirements.
• Proficiency with MS Office Suite, MS Project, and Visio.
• Strong ability to communicate effectively with technical and non-technical stakeholders, including vendors and customers.
• Ability to analyze complex business processes and recommend improvements.
• Strong organizational, problem-solving, and decision-making skills.
• Experience in creating and evaluating policies, procedures, and test plans.
• Strong interpersonal skills to build and maintain effective cross-functional and inter-agency relationships.
