About the Department
The following is a list of hiring incentives for Civilian staff in QCPD:
- Hiring Bonus/Incentive pay of $7,500 for Professional staff (All hiring bonuses are listed as the net-pay you will receive):
- $1,000 after hire date.
- $500 after successful completion of Position-Specific Training
- $1,000 after successful completion of your probation
- $2,500 after the successful completion of 1 year (after probation)
- $2,500 after the successful completion of 2 years (after probation)
- Vacation & Sick time front-load
- For the Police Civilian staff, at the time of hire you will receive a one-time addition of 80 hours of vacation and 80 hours of sick time.
- Vacation and sick time biweekly accruals at the normal rates for new hires.
- Education Bonus (if applicable)
- A one-time bonus for education/earned degree payable after successful completion of your probation.
- The degree must be from an accredited college or university with major course work in criminal justice studies, social sciences, business management, leadership, forensic science, psychology, or other degree related to the core functions of your position.
- The degree must be earned/awarded prior to your hire date. If you earn a degree following your hire date, you may qualify for a different educational incentive provided by the Town. More information will be provided during your initial orientation.
- If you have earned multiple degrees, you will receive the incentive specified for the highest degree earned/presented that relates to your core functions of your position.
- The incentive is as follows:
- Associate Degree: $500
- Bachelor Degree: $1,000
- Masters (or higher): $1,500
- Moving Expenses (if applicable)
- If a police department employee moves to within 30 miles of the Town borders after receiving a final offer of employment, that individual may be eligible for a one-time payment of potential expenses.
- Guidelines for this payment are as follows:
- In-state (Arizona) move under 90 miles: $250
- In-state (Arizona) move over 90 miles: $500
- Out-of-state move: $1,500
- Travel Reimbursement (if applicable)
- We will reimburse travel costs related to testing activities that occur after you have received a conditional offer letter. Must keep all receipts.

JOB CLASSIFICATION SUMMARY
Positions assigned to this class are responsible for supervising the staff and activities of a Crime Scene/Evidence section of the Police Department which includes collecting, documenting, and processing crime scene evidence; and receiving, processing, storing, safeguarding, and properly disposing of evidence, found property, and items held for safekeeping.
DISTINGUISHING CHARACTERISTICS
This is an intermediate level professional staff (non-sworn) classification in the public safety support job family. Work is designed to provide continued professional work experience, training and development and is focused on the use of specific knowledge of crime scene processing, evidentiary laws and related procedures and practices. This position works independently referring complex issues to more senior professionals.
Position Duties
ESSENTIAL DUTIES
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.
- Sets goals and objectives for the assigned unit and contributes to the development of team standards and procedures.
- Provides daily supervision to assigned staff, including sworn and non-sworn personnel.
- Assigns and monitors work, mentors staff, and conducts both formal and informal performance evaluations.
- Participates in recruitment and selection processes; makes recommendations on hiring, discipline, terminations, and salary actions.
- Delivers training and instruction to Crime Scene Specialists, Evidence Specialists, Police Officers, and support staff.
- Develops and presents instructional materials for internal and external audiences, including academies, community events, and schools.
- Performs inspections and audits to ensure operational integrity and compliance with departmental procedures.
- Assists with administrative and customer service-related tasks.
- Serves in an on-call capacity for after-hours incidents and emergencies.
- Performs related duties as assigned.
- Oversees and may participate in field investigations at crime scenes, accidents, and other critical incidents to include evidence identification and collection, forensic processing and latent print development, photographing crime scenes/victims/suspects/evidence, and other standard crime scene duties
- Works in difficult and hazardous environments such as death scenes, arson investigations, and emotionally sensitive incidents involving children or animals.
- Ensures adherence to safety, legal, and procedural standards in all aspects of scene processing.
- Supervises and assists with the intake, logging, transportation, storage, and release of evidence, found property, and safekeeping items. This includes ensuring property is properly packaged, labeled, and documented; managing the chain of custody to ensure integrity o all transactions; monitoring access and controlling distribution of evidence; and maintaining accurate filing systems for efficient retrieval of records and items.
- Advises staff on property and evidence policies and legal requirements.
- Actively supports and upholds the mission and values of the Town of Queen Creek Police Department.
Minimum Qualifications
MINIMUM QUALIFICATIONS (at job entry)
Education and Experience:
Bachelor’s degree from an accredited college or university in Forensic Science, Biology, Chemistry, Criminal Justice, or a related field; and three (3) years of related experience as a Crime Scene Technician (or similar job title/duties) responsible for recording, documenting, and collecting physical evidence. An equivalent combination of directly related education and experience is acceptable.
Preferred qualifications include lead or supervisory experience, experience in property accountability, and/or bilingual in English/Spanish.
LICENSING/CERTIFICATION REQUIREMENTS
- Valid AZ Driver’s License
Special Requirements:
- Out-of-agency candidates will be required to complete a thorough background investigation, including a polygraph exam.
