Primary Purpose

 

To assume primary responsibility for the recruitment and retention of professional staff for CCISD; direct and manage human resource activities to ensure legal and effective human resource management practices; work cooperatively with principals and supervisors in screening, interviewing, and hiring professionals. Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.

 

Qualifications

 

Education/Certification/Licensure

Master’s degree in education or management-related field

Texas Principal Certificate or mid-management or other appropriate certification

Certified T-TESS appraiser

Special Knowledge/Skills

Effective communication, interpersonal and public relations skills

Knowledge of recruitment, training, and employment processes

Knowledge of federal, state, and local employment law and human resources practices

Skill in interviewing, selection, counseling techniques, and dismissal procedures

Ability to interpret policy, procedures, and data

Ability to manage budget and personnel

Familiar with State Board of Educator Certification (SBEC) and Every Student Succeeds Act (ESSA) requirements for professional and paraprofessional personnel

 Experience

Minimum of three years successful campus/district administrative experience in a public school district with higher levels of responsibility in personnel/human resources leadership preferred

 

Major Responsibilities and Duties

 

  1. Collaborate with principals and other district offices/administrators and represent the department in meetings involving district, community or state agency/association representatives as needed.
  2. Comply with policies established by federal and state law, State Board of Education rule, and local policy.
  3. Manage and utilize policy effectively for maintaining systemic processes and practices.
  4. Update and distribute CCISD Human Resources calendar.
  5. Provide assistance to principals (K-12) with recruitment and staffing levels throughout the school year.
  6. Support the Substitute Coordinator with monitoring daily substitute vacancies.
  7. Coordinate and facilitate district administrative interview committees, in cooperation with the Assistant Superintendent of Human Resources.
  8. Work cooperatively with K-12 principals and supervisors in screening, interviewing, and hiring professional personnel.
  9. Process professional personnel action notices in a timely manner (new hire, change, separation).
  10. Coordinate the district application and recruitment initiatives.
  11. Facilitate university recruitment and job fairs.
  12. Coordinate and track effectiveness of university partnership, job fairs and recruitment initiatives.
  13. Organize and participate in recruiting trips for the district while working in cooperation with campus principals in teacher placement.
  14. Develop and maintain communication with college and university career teacher preparation officials and placement offices, regional education service center staff, professional associations, and other recruiting organizations.
  15. Oversee the necessary processing for issuance and renewal of state certificates and permits.
  16. Assume responsibility to ensure all professionals and staff meet the certification, license and addendum requirements.
  17. Assist with the assignment of personnel and manage the employee transfer process in cooperation with other administrators.
  18. Support the development and implementation of strategic employee recognition programs that encourage employee retention and improved employee performance.
  19. Assist in the administration of employment contracts and contract renewals for personnel.
  20. Serves as an active member of the Clear Creek Independent School District Compensation Committee.
  21. Develop and assist with presentations of professional learning workshops for employees.
  22. Support administrators with employee documentation.
  23. Develop and implement procedures to ensure that employees are kept informed of personnel policies, procedures, and programs.
  24. Plan, evaluate, and administer equal employment opportunity provisions and work cooperatively with others to ensure compliance with federal and state laws and regulations.
  25. Oversee the development, support and training for district appraisal instruments and state appraisal portal.
  26. Work cooperatively with other administrators in compiling and reporting projections of staff and faculty needs.
  27. Conduct a detailed analysis of staffing data and master schedules for elementary and secondary campuses to ensure staffing efficiencies.
  28. Ensure staffing allotment is consistent with budget and board approved units, utilizing policy DK Regulation processes.
  29. Collect, analyze and make recommendations regarding annual teacher retention and employee exit survey data.

  36. Participates fully in drills and safety exercises to provide for the safety and overall emotional wellbeing of students.
  37. Utilize time wisely for effective management of job responsibilities.
  38. Maintain punctuality in daily work times, appointments, and meetings.
  39. Meet task completion deadlines established by supervisor.
  40. Maintain friendly customer-service-driven interactions with all stakeholders, students, teachers, administrators, and co-workers.
  41. Work cooperatively with co-workers and supervisors to ensure that the goals of the school/department are met.
  42. Maintain a positive and professional tone in all communication (i.e. email, written, and verbal).
  43. Perform other duties and accept other responsibilities as assigned.
