About the Department

The Water Resource Recovery Department is seeking a Mechanical Maintenance Supervisor. This position plans, organizes, directs, and reviews the work of staff assigned to the installation, maintenance, and repair of the mechanical equipment and machinery in District water resource recovery facilities and pump stations.  Ensures that short-term and long-term planning projects and work orders are completed.  Coordinates with Operations staff to ensure 24/7 permit compliance.  Performs inspections of new construction done by outside contractors and staff to ensure compliance with contract document requirements, District standards, and other relevant governing statues, regulations, guides, and standards.  Manages small mechanical repairs, modifications, and construction projects.

Note: The following opportunity is open only to regular, probationary, and temporary employees who are currently employed by Clean Water Services.

Position Duties

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification.  The District may augment duties and/or essential functions at its discretion.  Additionally, some incumbents may not perform all Essential Functions.)
 

  1. Participates in the development and implementation of District and departmental policies, procedures, goals, objectives, and strategic initiatives as they relate to the installation, maintenance, and repair of the mechanical equipment and machinery in treatment plants and lift stations.
  2. Prioritizes, plans, and tracks resources needed for unit’s work.  Ensures needed tools and resources are available to accomplish work plans.  Conducts daily and weekly planning and scheduling.  Checks work orders and adjust work schedules as needed.  Communicates with supervisors of other maintenance crafts regarding resources and projects.  Reviews work in Tabware maintenance software to update, plan, and change status.  Participates in the weekly planning meetings.
  3. Participates in the preparation and administration of the division budget and submit budget recommendations.  Monitors expenditures and operational accomplishments.  Purchases parts, including bidding, sole source, and contract preparation.  Proposes recommendations to improve efficiency and effectiveness.  Assures corrective actions and improvements are implemented.
  4. Oversees, organizes, assigns, and reviews staff’s work.  Develops performance standards.  Prepares performance evaluations.  Provides coaching and prepares development plans.  Assures compliance with District safety practices and procedures.
  5. Resolves technical problems, complaints, and requests for information related to the work of the unit.  Serves as point of contact for other departments, supervisors, and project managers regarding work assignments, project scheduling, and parts and supplies.  
  6. Enter and update data for mechanical equipment in the Lucity Maintenance Management Software.  Provides training to employees on using the software.  Serves as technical support resource to staff relating to the software. 
  7. Serves as liaison to consultants, contractors, and vendors.  Assists in the selection of consultants and contractors.  Administers and monitors contract expenditures.  Provides project support and input on design and review of capital improvement projects.  Oversees work performed.
  8. Manage small mechanical maintenance repair and modification construction projects. 
  9. Manage outside vendor service contracts for repair of mechanical equipment.

Minimum Qualifications

KNOWLEDGE OF:

  • Operations, services, and processes of an industrial mechanical maintenance program
  • Methods, equipment, and materials used in mechanical maintenance, installation, and repair
  • Mechanical theory
  • Principles of plumbing, hydraulics, and pneumatics
  • Fundamentals of industrial process control
  • Wastewater treatment unit processes
  • Pertinent Federal, State, and local laws, codes, regulations, standards, and permit requirements
  • Pertinent safety laws, rules, regulations, and practices
  • Basic principles and practices of budget development and control
  • Principles of supervision
  • Teambuilding and coaching techniques and practices
 SKILL IN:
  • Planning, organizing, directing and reviewing the work of skilled technical personnel
  • Supervising, training, disciplining and evaluating staff
  • Reading, interpreting and explaining plans, blueprints, and schematics
  • Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions and implementing actions in support of objectives
  • Use of computers and computer software including word processing, spreadsheets, and DOS –based programs
 ABILITY TO:
  • Evaluate equipment performance
  • Develop maintenance programs and procedures
  • Perform equipment troubleshooting and condition assessments
  • Interpret and apply pertinent policies, procedures, laws, codes, regulations, and permits
  • Coordinate and schedule resources
  • Establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, community groups, and the general public
  • Operate effectively in a team environment
  • Communicate clearly and concisely, both orally and in writing
CERTIFICATION AND LICENSURE REQUIREMENTS
Upon selection candidates must possess a valid State of Oregon driver’s license.
