JOB SUMMARY:

 

  • Develops, plans, organizes, implements and administers a wide variety of responsible, confidential, and administrative tasks to keep the homestead and property tax exemption process running efficiently and effectively. 
  • Receives and responds to public inquiries regarding exemptions and the audit and reconciliation process. 
  • Manages and supervises the homestead and exempt application process.

MAJOR JOB RESPONSIBILITIES:

 

  • Performs various administrative support work for special projects such as 
  • researching and analyzing information and coordi­nating tasks; 
  • prepares accounting and statistical tables, and reports; 
  • maintains records, indexes and logs for the Board of Tax Assessors

 

  1. Supervises and coordinates the homestead and exemption application and audit process ensuring that timelines and deadlines qualifications are adhered to with Exempt Property and  Homestead Exemptions.

 

  • Serves as liaison between Director, Administrative Services Manager and Tax Commissioner and staff and other governmental and community agencies, contractors, and the general public.

 

  • Recording secretary to Board of Assessors. 
  • Prepares all documents for Board of Assessors and management for board meetings. 
  • Ensures that post meeting business is handled and all action items are followed up on. 
  • Maintains minutes and agenda on county website.

 

 

  • Assumes special projects with Administrative Services Manager to relieve department head of adminis­trative detail; monitors projects to completion to assure accuracy and completion.

 

  • Answers telephone and gives specific and general information in response to public inquiries regarding audits of homesteaded and exempt property. 

 

  • Operates various modern office machines necessary to perform administrative functions to include personal computers.

 

  • Performs other related work as required.

MINIMUM QUALIFICATIONS REQUIRED:

 

Education and Experience:

 

Be a graduate of an accredited college or university with a four-year degree and have at least eight years of increasing responsible experience in assessment administration and/or specialized assessments field. Two years of supervisory experience (if not a college graduate, eight years of increasing responsible experience in assessment administration may be substituted for the college degree);

Three years’ of executive assistant experience and recording minutes for regular business and executive session meetings

 

Eight years’ experience in Assessment Administration.

 

Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.

 

Licenses and Certifications:

 

Must successfully complete Course I, Certification for Assessors within 12-months of hire.

 

Must successfully complete Specialized Assessments and Exempt Property within 24-months employment.

 

Knowledge, Skills, and Abilities:

 

Comprehensive knowledge of the operations, functions and scope of authority of county/city departments, offices and officials.

 

Comprehensive knowledge of office terminology, procedures and equipment and of business arithmetic and English.

 

Knowledge of departmental services, programs, operating rules, regulations and procedures.

 

Knowledge of budgetary and accounting practices and procedures to include skill in monitoring expenditures.

 

Skill in maintaining complex clerical records and in preparing reports from such sources.

 

Skill in operating complex office equipment.

 

Skill in preparing correspondence on routine matters and to perform routine office management tasks independently.

 

Ability to type 50-55 w.p.m.

 

Ability to take and transcribe dictation at an above average rate of speed.

 

Ability to deal tactfully and courteously with the public and other employees.

 

Ability to handle and dispose of complaints, requests for information and delegated administrative details.

 

ADA Minimum Qualifications:

 

Physical Ability:  Tasks require the ability to exert light physical effort in sedentary to light work, but which may include some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).  Tasks may involve extended periods of time at a keyboard or workstation.   Duties require the ability to operate a personal computer.  

 

Sensory Requirements:  Some tasks require the ability to communicate orally.

 

Environmental Factors:  Essential functions are regularly performed without exposure to adverse environmental conditions.
