About the Department

This position will support the Program Control department supervising the project control section. The candidate will be responsible for maintaining department procedures, conducting periodic project control discipline process reviews, incorporating lessons learned, training of project controls of all disciplines, program control dashboards, and enterprise portfolio reporting. The Deputy Executive Officer provides executive direction for program management operations in support of engineering and construction of major capital projects.

Position Duties

  • Monitors activities of assigned departments to ensure conformance with goals and objectives of reporting unit and eliminate impediments to peak performance

  • Develops or oversees the development of policies and procedures for assigned departments

  • Establishes and monitors short-range and long-range goals, budgets, schedules, and strategies

  • Analyzes and develops appropriate cost engineering, scheduling, and estimating staffing levels within engineering management and construction management contracts

  •  Negotiates and manages consultant contracts; monitors and evaluates work of consultants, contract personnel, and vendors

  • Briefs executive staff and the Board of Directors as necessary

  • Directs activities involving program management oversight of major capital  projects

  • Represents Metro at meetings, conferences, and public events

  • Chairs and participates in various committees and task forces

  • Directs the conducting of studies, investigations, and analyses at the direction of executive staff and Board of Directors, including reports of findings and recommendations

  • Researches industry trends that could impact project outcomes

  • Supervises, trains, mentors, and motivates assigned staff

  • Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all assigned employees

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor's Degree in Business, Finance, Engineering, or a related field; Master's Degree in a related field preferred

Experience

  • Five years of relevant senior management-level experience administering program management activities for major capital projects

Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

The following are the preferred qualifications: 

  • Experience directing, supervising, training and producing training material for multi-discipline project control teams, including cost, schedule, risk, estimating, and configuration management teams
  • Experience managing federally funded heavy civil construction projects and knowledge of project control regulations governing public institutions
  • Experience producing project control deliverables defined by Federal Transit Administration Oversight Procedures (OP) or Federal Railroad Administration Monitoring Procedures (MP)
  • Experience presenting before public officials, executive management and Board of Directors while utilizing excellent written and verbal communication skills
  • Experience designing, deploying and training on Power BI dashboards for project controls staff

Other Qualifications

  • All facets of a project, including cost estimating, scheduling, project management, contracting, etc.
