About this Opportunity
The City of Hillsboro’s Community Development Department is seeking a detail-oriented and customer-focused professional to join our team as a Community Development Technician. This dynamic role offers the opportunity to collaborate with multiple teams across diverse areas of expertise, supporting development and permitting projects from initial submittal through final issuance. You will play a key role in ensuring projects move efficiently through the process, providing clear guidance to applicants and maintaining accurate records. Primary Duties and Responsibilities
- Assists the public land use review, plan review, and specific project submittal procedures and processing. This will include taking a project from Pre-Application meeting phase to Certificate of Occupancy issuance phase.
- Receives inspection requests, answer questions about the inspection process, and schedules inspections.
- Calculates and verifies various fees, prepares fee estimates, and applies fees to permits or other development review billings.
- Coordinates and facilitates the process of legal noticing according to state, regional and City statutory requirements.
- Manages records and information in any format, in accordance with applicable statutes, regulations and City policy guidance, and records retention schedule.

Traits for Success
The ideal candidate will demonstrate a strong track record of exceptional customer service and possess advanced knowledge of land use and development services, including zoning, development review, right-of-way, site infrastructure, and building permits. Experience navigating complex intake processes for land use, site development, and construction plan submittals is highly valued.
Proficiency in development permitting software such as ProjectDox and Accela is preferred, along with a basic understanding of Oregon-adopted codes and the ability to read and interpret basic construction plans.
Above all, the successful candidate will excel at delivering comprehensive customer service by providing timely, accurate, and efficient responses to requests and project submittals. Strong communication skills—both verbal and written—are essential for effectively engaging with internal teams and external stakeholders via email, phone, and in-person interactions.
Current / Upcoming Projects
- Supporting development projects City-wide with a focus in South Hillsboro, Witch Hazel South Village, Jackson School East, and North Hillsboro.
- Supporting the implementation of a new permitting software project with Accela.
Acceptable Experience and Training
Associate degree in related field; AND three years of customer service experience in building construction or design, land development, regulatory code compliance; computer applications, GIS, urban and land use planning, database management software and related experience; OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Multilingual abilities, especially including Spanish, is desired but not required for the position.
Licensing / Certifications
- International Code Council (ICC) Permit Technician Certification within 12 months of hire
- Oregon Inspector Certification within 12 months of hire
- Valid driver’s license and safe driving record
