About the Department
The Environmental Programs Manager promotes environmental stewardship in alignment with the City of Victoria's goals by overseeing public outreach, education, and program management related to solid waste services. The role serves as the Executive Director of Keep Victoria Beautiful (KVB), managing its budget, events, fundraising, and beautification initiatives. Responsibilities include leading community engagement, coordinating cleanup and public art projects, writing and administering grants, and managing public engagement tools such as the Waste Wizard. The position works closely with city departments, schools, and external partners, and supports departmental goals through administrative and outreach efforts.

Minimum Qualifications
Work is primarily performed in a standard office environment, but also requires physical activity related to coordinating and supporting community clean-ups and events. This may include lifting and moving items, setting up materials, and working outdoors in various weather conditions.
Other Qualifications
- Bachelor’s degree in public relations, education, environmental science or related field AND two (2) years of public relations related experience, OR an equivalent combination of education, training, and experience.
- A valid State driver’s license is required.
- Applicable local, State, and Federal laws, codes, regulations, and ordinances.
- General office policies, procedures, and practices.
- Records maintenance and retention practices and procedures.
- Proper grammar, spelling, and punctuation.
- Project and time practices and methods.
- Marketing and outreach practices and methods.
- Recycling and solid waste industry and practices is a plus.
Skill in:
- Reading and accurately interpreting materials including Federal and State regulations, code books, contract documents, and technical manuals.
- Organizing work and setting priorities to meet deadlines.
- Interpreting, explaining, and applying TCEQ, EPA, USDOE, and SECO policies and procedures.
- Interacting tactfully and professionally with City staff, outside agencies, and the public.
- Typing and entering data with speed and accuracy.
- Maintaining accurate records and filing systems.
- Preparing clear and concise reports.
- Communicating effectively both verbally and in writing.
- Establishing and maintaining effective working relationships.
- Public speaking across a wide variety of contexts.
