About the Department
Oversees and manages the collection of data necessary for the design of public/municipal projects performed by the City of Kingsport. Provides guidance and professional advice to numerous City departments related to public land, utilities, rights of way, and easements.

Position Duties
- Prepares and certifies land ownership documents (easements, deeds, plats, property lines, etc.);
- Conduct field survey and acquire/document existing field conditions and utility/property line locations;
- Incorporates field survey work into electronic documents (CAD, .dwq, .pdf., etc.);
- Stakeout/mark property lines, limits of disturbance, and proposed utility locations;
- Oversees, monitors, trains, and supervises activities of assigned crew member (1) – Survey Party Chief;
- Keeping up with the latest surveying technologies, regulations, and best practices;
- Ensures the crew member understands proper procedures and safety protocol;
- Ensures accurate completion of work following standard specifications and operating procedures;
- Research land ownership and public utility documents (on the internet and at courthouses);
- Meet with property owners to discuss projects;
- Attend training and conferences required to be a Professional Surveyor;
- Offer guidance and expertise to other City workers, contractors, or the public on surveying matters; and
- Performs additional duties as assigned.
Minimum Qualifications
- Knowledge and ability of the job to be performed include the standards of workmanship required to the assigned work field;
- Knowledge of occupational hazards and appropriate safety practices to apply and enforce;
- Knowledge of surveying principles and methods used in performing field measurements and computations for determining the exact location and dimensions of points, lines, boundaries, contours, and areas;
- Knowledge of survey instruments used in the measurement and locations of points, lines, boundaries, contours, and areas;
- Skill in inspecting the work of subordinates;
- Knowledge of the general principles, practices, and techniques and basic management principles;
- Knowledge of the principles and practices of drafting;
- Knowledge of civil engineering and survey technology;
- Skill in performing drafting activities; Skill in the use and care of surveying instruments and equipment;
- Skill in following oral and written instructions;
- Skill in survey methods, terminology symbols, and survey instruments and equipment;
- Skill in performing manual labor in all weather and terrain conditions;
- Skill in establishing and maintaining effective working relationships with City staff and the general public.
Other Qualifications
- Valid TN/VA Driver’s License or ability to transfer license to TN/VA within the first month of employment.
- Registration in the State of Tennessee as a Registered Licensed Surveyor, or the ability to transfer out-of-state registration within the first 6 months of employment.
