About the Department
The anticipated salary range for hire is $80,516.80 - $104,873.60 annually based on experience. The top of the range for salary advancement is $134,929.60.
This recruitment is to fill a Limited Term, full-time position. Employees in limited term positions receive benefits equivalent to permanent full-time employees, therefore will be eligible to earn vacation, sick leave, health, and pension benefits. The sunset date for this position is June 30, 2027.
Under direction, classes in this series perform professional-level duties in the application of information technology to improve County departmental business and administrative processes; reviews business functions and strategies; identifies, proposes, and implements business process changes; collects and analyzes operational and systems data, and performs other duties as required.

- Analyzes the effectiveness and efficiency of existing technology systems and business processes and develops strategies for improvement
- Meets with decision makers, systems owners and end users to define business and operational requirements.
- Develops proposals and plans for the design and installation of new systems and processes
- Defines project requirements, identifies project milestones, directs project teams and monitors progress
- Serves as liaison between stakeholders, users, vendors and information technology teams
- Evaluates and/or participates in the evaluation of technology products and solutions
- Identifies and mitigates risk elements to ensure successful transition to new business systems and processes
- Performs cost benefit and return on investment analysis for proposals
- Ensures compliance with operating standards, County policies, and legal requirements
- Directs and develops support documentation for users; provide and coordinate training and support
- May make presentations to stakeholders, boards, commissions and other oversight committees
- May be assigned lead worker duties over subordinate staff

Position Duties
The ideal candidate will have knowledge of principles and practices of project management and business change management; methods of data collection, analysis and interview techniques; principles of cost benefit analysis and return on investment assessments; current and future information technology trends and business process analysis; technical knowledge of databases, report development, operating systems and content management systems; off-the-shelf and packaged software applications, system configuration and programming; business applications; Word, Excel, Power Point and Enterprise Resource Planning systems; current computer programming languages and project management techniques; vendor contract management and professional services and other contractual terms and conditions; techniques for leading cross-functional groups to build consensus; methods and techniques of developing and presenting technical documentation and training materials; principles of budget management and financial controls; and accepted methods of employee training supervision and work planning.
- Education and Experience
A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:
Business Systems Analyst I: Bachelor's degree in Business Administration, Public Administration, Computer Science, Information Systems AND one year of experience involving business process analysis, systems planning, information systems, and/or project management.
Business Systems Analyst II: In addition to the above, two years of experience equivalent to a Business Systems Analyst I with the County of San Luis Obispo.

All applicants that are invited to department interviews will be required to complete, sign, and return a Personal History Statement (PHS) directly to the Probation Department. Polygraph Exam:
The polygraph examination will measure the accuracy of information given during the background investigation process and is part of the background investigation.
Background Check:
To accept a position with the Probation Office, you must successfully complete a Background Investigation. Below is a partial list of offenses or issues that may disqualify you from successful completion. Please review the below list:
- Any felony conviction
- Recent misdemeanor conviction, or any two misdemeanor convictions as an adult
- Poor employment history
- Any sale, manufacture, or cultivation of illegal drugs
- Recent use of illegal substances such as opiates, hallucinogens, injectables, cocaine, methamphetamine, or similar substance
- Poor driving record such as numerous hazardous traffic violations or chargeable accidents
- Recent conviction for driving under the influence of alcohol and/or drugs, or any two convictions for this offense as an adult
- Any act of domestic violence, as defined by law
- Any crime committed against a child
- Behavior or derogatory remarks constituting discrimination or bias toward others based on their race, religion, gender, national origin, ethnicity, sexual orientation, or other protected class
- Any material misstatement of fact or intentional omission of information during the application or background process
Issues that arise during the investigation process will be assessed, and judgement and discretion will be used to determine the employability of the candidate. Where there is evidence of a candidate’s past use of controlled substances, many factors shall be used to determine the employability of the individual such as a pattern of use, kind of drug used, circumstances of the start of the drug use, treatment, behavior, and attitude since discontinuance, etc. Please note that a history of using controlled substances does not result in automatic disqualification from the selection process. Prior to disqualifying any candidate whose profile falls within the provisions of the policy, the candidate shall be given the opportunity to present any and all evidence of mitigating facts that the candidate feels should be considered by the hiring authority. The results of these examinations and the background investigation shall be confidential and shall not be available to the candidate or any unauthorized individuals for review.
