About the Department

The purpose of this classification is to manage staff and operations of a centralized customer support unit.

Position Duties

Manages, plans and prioritizes daily operations and workflow of staff: hires, trains, and instructs staff; monitors performance for adherence to established department goals and objectives: ensures unit compliance with federal, state, and local regulatory standards, ordinances, laws, and requirements applicable to unit functions; processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.


Manages operations, accounting and payment processing functions of a designated office or facility: executes the mission, goals and objectives for functional areas under charge and for effective decision-making; and performs research in area of assignment in order to devise more efficient methods of operation.


Participates in development and administration of departmental budget: conducts research into budget related issues; performs analysis and makes projections and recommendations; participates in budget preparation and presentation; and monitors expenditures of functional areas under charge for compliance with approved budget.


Receives and responds to requests, complaints, concerns, and general inquiries that are escalated and unable to be resolved through staff under charge; conducts research and makes inquiries regarding customer questions, complaints and concerns; provides resolution or directs them to the appropriate department or individual.


Performs administrative and record keeping functions: compiles and maintains files in order to document all functions of the designated office or facility, transactions and collection of money; prepares, maintains and generates variety of statistical reports, comparison reports and documentation associated with operations, per established procedures and according to prescribed schedules and regulatory reporting requirements, e.g., daily, weekly, monthly, quarterly, and yearly.


Oversees building and grounds with the designated office or facility: monitors conditions of building and grounds to ensure proper and efficient functioning; identifies areas that need attention; generates work orders for maintenance and repairs; and inspects completed work.


Performs other related duties as assigned.


Minimum Qualifications


Bachelor's Degree required; supplemented by five years of experience in public administration; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Other Qualifications

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements

Some tasks require the ability to communicate orally.

Environmental Factors

Essential functions are regularly performed without exposure to adverse environmental conditions.
