Description
The Program Director is responsible for providing leadership, overseeing daily operations, delivery of services, program development and maintenance of all operations of the Paths to Victory Program. The Program Director supports the staff in providing housing search, advocacy and stabilization post placement, and provides a trauma-informed environment that is rooted in providing harm reduction, person-centered services to clients with a history of homelessness, substance use disorder and mental health concerns. The Program Director is responsible for oversight of three contracts: two supporting rapid re-housing services for those exiting substance use treatment and one supporting housing search and stabilization for those with long unsheltered homelessness histories. The Program Director reports to the Division Director of Community Based Housing for supervision.
Location: Paths to Victory is located at 434 Mass Ave, Boston, 02118.
Essential Functions:
- Act in accordance with Victory Programs, Inc.’s Standards of Excellence at all times, including maintaining professional ethics, boundaries and client confidentiality.
- Ensure that the program is in compliance with all statutory and contractual requirements and that policies are being observed and administered by the staff.
- Implement and ensure program standards of care and best practices.
- Incorporate a harm reduction, trauma-informed care and housing first philosophies in all program operations.
- Hire, promote and terminate all employees with the support of the Division Director and the Director of Human Resources.
- Supervise, direct, train, and evaluate assigned program staff, including case managers and a program manager.
- Ensure program compliance with Victory Programs’ financial policies, personnel policies and safety regulations.
- Prepare annual budgets, approve accounts payable and monitor monthly financial statements to operate within budget.
- Ensure that all required and/or requested reports are prepared and submitted.
- Maintain accurate and up-to-date client charts and billing records by utilizing the Electronic Health Records Systems, Google workspace, and Clarity.
- Initiate and maintain constructive, collaborative relationships with internal and external customers including landlords, clients, and collaborating programs.
- Maximize program census.
- Participate in agency Leadership Team meetings and division-based team meetings as needed.
Non-Essential Functions:
- Represent the program in the community and to designated funders, as requested by the supervisor.
- Participate and support the agency in program holiday events, State House rallies, fundraising and advocacy events, HIV/AIDS rally and walk, and any additional functions.
- Identify alternative funding sources supportive of the program mission.
- Perform other duties as deemed necessary by your supervisor or their designee.
Required Qualifications:
- Bachelor’s degree or equivalent experience plus 5 years social service experience in the housing field.
- 2 years of supervisory experience including recruitment, training and supporting a diverse workforce.
- Experience with contract management and budget oversight.
- Experience in housing and case management services.
- Proficiency in computer skills, including the use of the internet, email, Google products and data collection systems.
- Knowledge and experience in team building and developing positive team dynamics, and the ability to supervise and manage both professional and paraprofessional staff.
- Ability to work cooperatively and supportively with other staff as a member of a treatment and management team.
- Familiarity with State and Federal housing programs.
- Strong organizational, writing and communication skills.
- Ability to work effectively with individuals of diverse race/ethnicity, sexual orientation, gender identity, sex and drug cultures, age groups, religion, country of origin, disability and economic status.
- Three strong work related professional references; at least 2 from manager or supervisor.
- Current CPR certification (may be obtained upon hire)
- Complete TB screening (may be obtained upon hire)
Preferred Qualifications:
- Bachelor Degree in Counseling, Social Work, Education or related field with a minimum of three years’ experience working with priority populations.
- Ability to work independently and cooperatively as a supportive member of a professional team.
- Demonstrated competence in service coordination and networking with other human service and health care providers.
- Valid Massachusetts driver’s license with a driving point of 98, 99, 00, 01, 02 or 03.
- Access to reliable transportation in order to provide in-home visits to stabilization clients.
- Bilingual (English/Spanish) preferred.
Position Type: Full-time (40 Hours) Monday - Friday 9am - 5pm. On-site.
Rate: $75,920 Annually
