Payroll/Benefits Coordinator

Job Description

Purpose: The Payroll/Benefits Coordinator works closely with the staff and administration to prepare payrolls and direct payroll deductions, supervise leave documentation and coordinate employer provided benefits.

Responsible to: Business Finance Manager
Salary: Annual Contract
Classification of Employment: Exempt
Date: March 2018

Qualifications:
1. High school diploma or equivalent.
2. Experience as a bookkeeper preferred.
3. Must have strong organizational skills and multi-tasking capabilities, excellent written and spoken communication skills, and ability to mentor others.
4. Knowledge of applicable laws and regulations as they related to payroll and benefits issues.
5. Experience in using various computer software (word processing and spreadsheet).
6. Desire to continue career improvement.

Essential Functions:
Knowledge, Skill and Abilities
a. Supervise and evaluate the Payroll/Benefits Assistant.
b. Prepare payrolls in a timely manner and direct deductions to proper channels.
c. Assist employees with usage of employer provided benefits.
d. Ensure that all activities conform to district guidelines.
e. Coordinate work activities by scheduling staff assignments, setting the work priorities, and directing the work of assigned employees.
f. Communicate effectively with all members of the school district and community.
g. React to change productively and handle other tasks as assigned.
h. Appropriately operate all equipment as required.
i. Support the value of an education.
j. Support the philosophy and mission of Derby Public Schools.
k. Comply with all district policies, rules and regulations.

Physical Requirements/Environmental Conditions:
a. Requires the ability to sit and/or stand for prolonged periods.
b. Requires the ability to manually move, lift, carry, pull or push heavy objects or materials.
c. Occasionally requires the ability to stoop, bend and reach.
d. Must be able to work in stressful and crowded environments.
e. Must be able to handle detail work under deadline pressure.
f. Requires regular attendance and/or physical presence at the job.

General Responsibilities:
1. Prepare payrolls as assigned
2. Assure that state and federal taxes, KPERS deductions and unemployment taxes are withdrawn in a timely manner.
3. Balance billings, request accounts payable checks and mail tax shelter annuities, health, dental, cancer, disability and life insurance premium payments.
4. Request accounts payable checks for United Way, professional association dues and miscellaneous items (garnishments, income withholding orders, etc.) and direct these checks to proper places.
5. Prepare IRS 941 Form and Unemployment Tax report on a quarterly basis.
6. Prepare W-2’s and 1095’s when due.
7. Process garnishments, income withholding orders, tax levies, etc.
8. Hold position of KPERS designated agent for Derby Public Schools, preparing paperwork on retirements and death and disability claims.
9. Coordinate open enrollment for cafeteria plan benefits in December.
10. Balance leaves at fiscal year end.
11. Records sick leave bank information.
12. Prepare longevity information for longevity pay.
13. Distribute KPERS, life insurance, and other benefit information to employees as needed.
14. Maintain an orderly filing system.
15. Responsible for training Payroll/Benefits Assistant.
16. Perform/assist in preparing annual performance reviews of staff.
17. Answer employee inquiries regarding payroll, direct deposit, sick leave, personal leave, vacation, docks, sick leave bank, health insurance, life insurance, disability insurance, TSA’s, KPERS, school district early retirement, savings bonds, Credit Union, etc., and assist them in proper completion of their paperwork.
18. Record leave for certified staff and input data.
19. Balance monthly reports for KPERS.
20. Adhere to all district health and safety policies.
21. Other duties as assigned by the Business Finance Manager, Director of Finance and Operations or the superintendent which are consistent with the general requirements and qualifications of the position.
