About This Opportunity
The City of Hillsboro Water Department is looking for a Water Operations Project Specialist to join our Operations Division. In this role, you’ll support critical programs that keep our water distribution system reliable, safe, and sustainable for more than 100,000 residents and businesses.
This position is ideal for someone who enjoys problem-solving, improving processes, and applying both technical expertise and organizational skills in a team environment. From maintaining data accuracy in our asset management system to supporting safety programs and customer water audits, your work will directly contribute to the health and well-being of our community.
What You’ll Do
As a Project Specialist, you’ll take on a variety of responsibilities that blend technical expertise, data management, training, and customer service. Typical duties include:
Serving as the division lead and subject matter expert (SME) for the Asset Management (Cartegraph OMS) database, ensuring accurate tracking of water distribution, JWC transmission lines and Barney assets.
Performing quality assurance and quality control on database entries and maintaining standard operating procedures for asset tracking and work management.
Acting as the liaison with the City’s Information Services Department for OMS upgrades, integrations, and training staff on system use.
Creating and maintaining workflows and SOP’s specific for OMS data entry for assets and tracking work??
Overseeing warehousing inventory and tracking supplies of all parts and equipment used to repair and maintain the distribution system.
Coordinating safety training programs (e.g., confined space, forklift, lockout-tagout) and managing safety supply inventory.

Basic water industry terminology, methods, practices, and techniques
Modern office equipment, including computers and related software
Organization, departmental and general office operations, services, procedures, protocols, and policies
General construction terminology and bid processes
Statistics and usage for data analysis

Education & Experience
Associate’s degree in Science, Applied Science, General Studies, or a closely related field.
At least three years of relevant experience in operations, asset management, training, or related fields.
Or an equivalent combination of education and experience that demonstrates the ability to successfully perform the work.
Licenses & Certifications
Valid driver’s license with a safe driving record required.

This position works primarily in an indoor office environment, but also may be outdoors in the field, exposed to weather.
