About the Department

The City of Eustis is seeking a trustworthy, responsible individual who performs field and office operations involving line locations of water, sewer and reclaimed utilities.  Work is performed with specific instructions and procedures.  The use of hand tools, test and location equipment, vehicles and computer operations is required to perform these duties.  Routine tasks are performed with considerable independence and more difficult work is performed under direct supervision.

Examples of Machines, Tools and Equipment Used:
Hand tools such as shovels, pipe wrenches, hammers, screw drivers, ground probe, etc.; equipment such as line location equipment, GPS surveying equipment, computers and operation of city vehicles.  

Supervision Received:  Utility Supervisor or Foreman

Position Duties

  • Performs water, sewer, and reclaimed water main locations; 
  • Performs all aspects of Sunshine One Call System location ticket management such as locate ticket requests, and positive response management; 
  • Enters data into the computer system for reports and analysis; 
  • Assists in utility system work such as installing water meters, fire hydrants, water and sewer mains and emergency repairs; 
  • Assists the City in the preparation for and aftermath of a major emergency such as a hurricane or other storm or disaster, as needed; 
  • Works on-call, as needed, during emergency situations, such as hurricanes, severe weather, etc. 
Other Job Functions:
  • When assigned, assists with water distribution and water treatment plant operations; 
  • Performs line locations, as needed; 
  • Performs vehicle maintenance and cleaning; 
  • Performs other related duties as required

Minimum Qualifications

Knowledge, Abilities and Skills:
Basic knowledge of drinking water distribution and sewer collections systems as to accurately locating water and sewer utility mains; knowledge to use basic computer functions in Windows format. 

Ability to read and interpret utility maps and plans; ability to carry out assignments with minimum instructions; ability to adhere to prescribed routines and practices; ability to read and write English; ability to maintain accurate records; ability to work well with others; ability to drive and operate assigned equipment; ability to work after hours as required, including nights, weekends and holidays; ability to remain at a city work shelter, before, during and after a hurricane or other storm or disaster, if asked.  

Minimum Qualifications:
High School Diploma or recognized equivalent and ability to read and write English is a prerequisite for this position; minimum of one (1) year experience in locating water distribution and or sewer collection systems or other types of underground utilities; a valid Florida Class B Commercial Driver's License, or ability to obtain CDL within six months from the date of hire, with an acceptable driving record is required.

Working Hours:
Generally, Monday through Friday, 7:30 a.m. to 4:30 p.m.; however, due to the nature of the position, some on call and overtime hours may be required.

Other Qualifications

Physical Demands:
This is physical work most of the working time.   Requires frequent walking, standing, climbing, stooping, reaching, bending, lifting 50+ pounds, carrying/pushing/pulling 50+ pounds; good finger/hand dexterity and hand/eye coordination; good eyesight, hearing and speech or vocal communication (for safety); working in adverse environmental conditions (heat, cold, rain, etc.) for long periods of time; regular driving and operation of assigned equipment.

Salary Information:
$17.3630 to $24.6971 per hour ($36,115.09 - $51,369.98 per year); EXCELLENT benefits (Note: See Benefits Tab for more information).  Applicants should expect a starting salary of $17.3630 per hour.  Only applicants with the most job-related qualifications will be selected for interview and further consideration.  Additional consideration may be given to applicants with more extensive education, training, or experience.  Following a thorough background investigation, including a criminal history and driver’s license check, the candidate will be given a conditional offer of employment.  The final candidate will be required to pass a drug test and medical exam.
