Position Summary: 

This position is responsible for compliance coordination of the child health, dental, safety, and nutrition service areas. The Health, Safety and Nutrition Manager provides Early Learning with support through the creation of systems and protocols, training, monitoring and technical assistance. This position also ensures compliance with Head Start and state regulations, promoting healthy practices, and fostering community partnerships. This is a full-time, on-site position.

JOB CLASSIFICATION: Exempt 

DIRECT REPORTS: None


KEY RESPONSIBILITIES:

Regulatory compliance and Monitoring

  1. Maintain up to date knowledge of and ensure program compliance with Head Start Program Performance standards, Title 22/Title5 California code of regulations
  2. Lead and coordinate internal site inspections in collaboration with the Facilities Manager, Head Start monitoring and develop corrective action plans and follow up documentation.
  3. Maintain required program records and files for health, safety and nutrition (immunizations, health exams, medication consents, injury/incident logs, facility safety checks, pesticide notices

Health and Safety Coordination:

  1. Oversee health screenings, developmental, vision, hearing, lead and immunization compliance
  2. Maintain timelines and documentation for enrollment and ongoing care
  3. Develop and implement health and safety practices (infection control, medication administration, safe sleep, diapering, toileting, cleaning and disinfecting, restroom and handwashing procedures, consistent with HSPSS, Caring for our children guidance
  4. Coordinate emergency preparedness and response planning (shelter in place, serious incident reports, evacuation and ensure all sites conduct drills and staff trainings as required. 

Nutrition and CACFP oversight:

  1. Oversee nutrition standards and meal service compliance, including CAFP participation, menu approval, meal documentation, claiming procedures and nutrition related training for kitchen and classroom staff
  2. Ensure meals and snacks meet the CACFP/USDA meal pattern requirements
  3. Provide family and classroom nutrition education, menu planning support and special diet/allergy management procedures. 
  4. Complete meal benefit forms for CACFP compliance 

Training, Coaching & continuous improvement

  1. Design and deliver training for staff, substitutes for health, safety, nutrition, infection control, medication administration, emergency procedures, and regulatory record keeping
  2. Provide coaching to site supervisors and program staff on implementing health & safety practices and on corrective action plans following monitoring or licensing findings. 

Communication & Partnership

  1. Support family engagement around health and nutrition services (health education, referrals immunizations support and links to community health providers
  2. Work our Head Start Partners for two HSAC meetings
  3. Attend meetings with the Nurse Family Partnership
  4. Attend other meetings, trainings and webinars with other programs in our community that support the needs of the program

Required Qualifications:

  • B.S. in Public Health, Health Nutrition, Health and Safety, or Licensed Vocational Nurse.
  • Two years community-based Family Advocate or experiences in working with low-income families and community organizations.
  • Current CPR and Pediatric first aide
  • EMSA 8-hour preventative health and safety certificate
  • Strong Education skills
  • Ability to produce clear corrective action plans and follow through 
  • Ability to travel between sites as required

  2. Effective training and coaching, able to translate regulations into classroom-friendly practices
  3. Calm under pressure, strong problem-solving skills
  4. Able to build collaborative relationships with site staff, families and external agencies

Performance Metrics

  1. Percent of sites found compliant (routine internal audits and external monitoring)
  2. Timelines for corrective action completion after monitoring/licensing visits
  3. CACFP accuracy for meal benefits, monitoring and compliance
  4. Staff training completion rate on required health and safety training topics (annually)
