CRITICALITY SAFETY ENGINEER SUPPORT

INTRODUCTION / BACKGROUND

  1. This Statement of Work (SOW) is issued for the performance of Criticality Safety Support for the Central Plateau Cleanup Company (Company’s) work scope. Company’s (Buyer) is a prime contractor to the Department of Energy (DOE) and all work on this SOW will be performed in support of the Company’s’s prime contract with DOE.
  2. DESCRIPTION OF WORK – GENERAL  Contractor employee(s) shall be responsible for independently planning, organizing, and performing a wide variety of non-hazardous specialized administrative/technical duties in support of the successful completion of goals and deliverables and in accordance with all provisions of the Contract. The Contractor shall support Company’s with senior Criticality Safety Support.  This scope will include the generation of Criticality Safety documentation, criticality safety support to Company’s Operations, and will include interface with permanent staff as well as subcontract staff preparing criticality safety deliverables.

3.0 DESCRIPTION OF WORK – SPECIFIC  The work scope for this activity includes the resources, material and/or equipment necessary to accomplish the following Buyer activities:

1) The Contractor shall support Company’s criticality safety management and oversight activities associated with criticality safety programs.

A. Criticality Safety-related assessments and/or walk-throughs

B. Training and mentoring of criticality safety staff and operations staff on criticality safety policies and programs

C. Nuclear criticality safety-related DOE orders and regulations compliance support, including Company’s implementation of related guidance

D. Support Company’s in performance of routine and ad-hoc reviews, assessments, and oversight walk-downs of criticality safety program adequacy, implementation, and compliance verification/oversight activities.

E. Mentoring/training criticality safety staff as directed by management

3.1 Acceptance Criteria ENGINEER SUPPORTWork products and services provided shall meet all applicable Buyer procedures for control and review of work products and pertinent regulatory requirements. All submittals and work products shall be accurate, legible, and reproducible. Before delivery, the Contractor shall review its work products for technical adequacy, completeness, and appropriate content.  Deliverables shall be subject to approval by the Buyer’s Technical Representative (BTR) or delegate who will determine if additional acceptance criteria or items to be resolved, are necessary.  

3.2 Organizational Interfaces  The Contractor shall interface with the Company’s Contract Specialist, the Buyer’s Technical Representative (BTR), various technical personnel, engineering personnel, project personnel, and other off-site contractors as needed.

3.3 Work Not Included This work does not include general engineering support beyond the Criticality Safety Support services stated in Section 3.0 above.

3.4 Buyer Furnished Materials and Equipment Company’s will provide Contractor personnel with general office space in a Company’s facility with desk, phone, and computer.

3.5 Site Coordination RequirementsContractor site coordination and interface requirements include communicating/coordinating all field work with the applicable BTR or designee, ensuring adequate training and work document release is obtained prior to starting work.  

4.0 TECHNICAL REQUIREMENTSContractor shall perform in accordance with the Buyer’s internal policies and procedures, quality assurance provisions, safety programs, laws, orders, permits, rules, confidentiality of information and intellectual property safeguards.

4.1 Work Location  A. Contractor’s resource(s) shall perform work scope at the Company’s office located at 2620 Fermi Ave., Richland, WA. 

  • Contractor’s resource(s) may be approved to perform work remotely as the BTR approves.
  • Access to all Company’s buildings and on the Hanford site will require a security badge to be worn at all times. 
  • Access to specific Hanford buildings may require training that the BTR will coordinate. C. For remote work, Access to Hanford Local Area Network (HLAN) for the purposes of retrieving/accessing Buyer procedures and documents is required and will be provided by Buyer. The Contractor will have access to Company’s business sensitive information.  

5.1 PERSONNEL REQUIREMENTS

Required Qualification Resource(s) must have related experience in performing all of the tasks outlined in Section 3.0. This can be demonstrated by a combination of education and experience. Reference the Request for Proposal Instructions Proposal Contents and Evaluation Criteria Sections for personnel qualifications. 

5.2 Required Training

Buyer will provide Contractor task-specific or facility-specific training as required for site and facility access and safe performance of assigned tasks if needed.  A. For long-term badging access (more than 7 days), Contractor shall take General Employee Training (CGET). Contractor shall schedule CGET, . B. Additional training will be assigned by the BTR as applicable for the facilities being supported and for various escorted facility access. Coordinate the training through the BTR.

5.3 Security and Badging Requirements

Security Access Request forms are located at file://hanford/data/sitedata/siteforms/adobe/7026-A6008-465%20OUO.pdf. A Hanford ID will be created for new badges. The acceptable/required forms of ID are located at https://Company’s.hanford.gov/files.cfm/I831-A-6008-465.pdf

A. For any onsite work or access into all Company’s buildings, security badges are required.  B. All temporary badges (less than 7 days) are coordinated by the BTR.

C. All long-term badges (more than 7 days) require security form completion and emailed to the Contract Specialist.

D. All Contractor resources will be required to submit to vehicle searches and not personally carry or transport certain prohibited articles.

E. This work scope does not require individuals to possess a security clearance. 

F. Foreign Nationals shall not be considered for Hanford site work.

5.4 Site Access and Work Hours Workshall be done on a 4 x 10 schedule.  The standard workday consists of ten (10) hours of work between 6:00 AM and 4:30 PM, with one-half hour designated as an unpaid period for lunch. No work occurs on the non-working Fridays. If schedule alternative is required, Buyer’s Technical Representative (BTR) will communicate to Contractor’s point of contact.

6.0 ENVIRONMENTAL, SAFETY, AND HEALTH REQUIREMENTS The quality level

Site Access and Work Hours Work shall be done on a 4 x 10 schedule.  The standard workday consists of ten (10) hours of work between 6:00 AM and 4:30 PM, with one-half hour designated as an unpaid period for lunch. No work occurs on the non-working Fridays. If schedule alternative is required, Buyer’s Technical Representative (BTR) will communicate to Contractor’s point of contact.

7.0 MEETINGS AND SUBMITTALS 7.1 Meetings

7.2 Submittals

a. Weekly Activities Reports shall be submitted to the BTR each week documenting the previous week’s activities.

b. Submission of Weekly Activities Reports is required until the contract work is completed.

c. A Weekly Activity Report will be submitted on weeks where no work has been done.

Contractor shall schedule and/or attend meetings for periodic progress necessary to achieve overall success. Meetings may be held at Company’s offices or via Teams®.

8.0The Contractor shall provide Buyer with a Weekly Activities Report identifying detailed work activities performed for the week/day by hours worked and any detailed problems or issues in completing assigned work.
